Study On Housing Security System Of The Floating Population

Housing is the basic condition for citizens to live and solve the housing problem is related to social stability.The housing problem of the floating population involves many aspects such as employment,medical care,education and the sense of urban integration,so it is of great significance to improve the housing security system of the floating population.The article is divided into five parts.The first part includes the question,the research significance,the research present situation,the research thought and the research method.The second part summarizes the current situation of the system from two perspectives: the content of the existing system and the legal level of effectiveness.From the perspective of institutional content,the analysis can be specifically divided into two aspects: house purchase and house rental.The third part through the analysis of the status quo,found the existing system problems and further analysis of its causes.The existing system lacks systematic provisions,which are scattered in laws,administrative regulations and departmental rules.There is no specialized legislation,and there are many problems in auxiliary legislation.In addition to the scattered provisions,the existing systems are not coordinated between different levels of effectiveness of cohesion and regional cohesion,at the same time,complementary information registration system,construction,management system is not standardized.The fourth part discusses the feasibility of drawing lessons from the successful experience of the United States and Singapore.The fifth part from three aspects of the floating population housing security system to improve the recommendations.First,from the perspective of improving the systematicness of laws,we should make special laws and perfect auxiliary laws.Secondly,the top-level design should be constructed to strengthen the coordination between institutions.Finally,a sharing information registration system is established to strengthen the standardization of construction and management.
