Study On Marine Disaster Emergency Management System In China

Based on the basic concepts and the current situation of China's marine disaster emergency management system,this paper synthetically uses multidisciplinary knowledge to find out the problems existing in China's marine disaster emergency management system.On the basis of learning from the advanced experience of other countries in marine disaster emergency management,this paper puts forward relevant solutions to the problems in China's marine disaster emergency management system.Countermeasures and suggestions.With the implementation of the strategy of "Marine Power" in China,the proportion of marine economy in the whole national economy is becoming more and more important.While exploiting and utilizing abundant marine resources,we are also suffering from all kinds of disasters brought by the ocean.The contradiction between the demand of the prosperous development of marine economy and the impact of marine disasters is becoming more and more serious.Firstly,this paper expounds the background and significance of the topic selection,introduces the research content,research methods and research process,and summarizes the relevant research literature at home and abroad.Then,the concepts of marine disasters and emergency management mentioned in the study are defined,and the theories of disaster science,emergency management and integrated marine management used in the study are elaborated.According to the principles and relevant research elements of marine disaster emergency management,the construction ideas of marine disaster emergency management system in China are put forward.Based on the general situation of marine disasters and the characteristics of major marine disasters in China,and the construction of emergency management system for marine disasters in China,the current situation of emergency management system for marine disasters in China is studied and analyzed in depth,and the existing problems in emergency management of marine disasters in China are identified.On the basis of explaining two emergency management cases of marine disasters,the "Sangji Round" deflagration accident and the 2008 Enteromorpha Campaign in Qingdao,the causes of these problems are analyzed in depth.Finally,on the basis of the successful experience of marine disaster management in China,and drawing lessons from the complete systems and advanced practices of the United States,Japan,Canada and other countries,this paper puts forward some suggestions to improve the marine disaster emergency management system in China from three aspects of the marine disaster emergency management system,mechanism and security system.
