Japan Medical Combination Of Pension Mode And Operation Mechanism Research

In view of the seriousness about the problem of aging population in Japan,Japan government has been explored and practiced for the old-age problem.With the effective implementation of the nursing insurance system in 2000,the old-age mode of Japan society has completed a successful transition from "maintenance combination" to "medical care combination" and finally to "medical care combination".At present,the old-age model of Japan society has formed a more mature system based on the combination of medical and culture.The main purpose of this paper is to carry out an in-depth analysis of the external policy environment,main mode and operation mechanism of the Japan medical and pension scheme,through sum up the successful experience and the enlightenment.The main methods used are the literature method and the typical case law.The scope of literature collection includes both Chinese and English materials and Japanese data.A typical case method is used to introduce the different modes of Japan medical care.The case include camel day care center,special care home for the real-life garden,a high-state old-age apartment and Yuchang Group.Through analysis and research,it is concluded that the three types in Japan,named,the mode of home-based medical care combined with old-age care,the mode of combination of institutional medical care and old-age care,and the model of elderly healthy living community.The three old-age models have their own characteristics in operation.In 2011,China began to develop a policy-oriented model of combining health care with old-age care.At present,every place is still in the process of exploring the mode of combination of medical care and old-age care.In our country,the successful experience of Japan can be used for reference in the aspects of medical pension,pension model,financing model,professional medical staff training,the development of the related policies and measures of the old-age medical security,the service evaluation of the aged institutions and so on.Table 4;Figure 11;Reference 58.
