Study On The Third Party Evaluation Subject Of Local Government Image Evaluation

The third party evaluation subject of local government's legal image evaluation refers to the evaluation subject other than the local government and its service objects.The implementation of legal image evaluation activities of local governments by third-party evaluation subjects can make up the defects of self-evaluation of local governments,better convey benign pressure to local governments,and accelerate the construction of legal government.Therefore,it has become an important subject in the current research field to explore the third-party evaluation subject of local government's legal image evaluation.Starting from the legal image evaluation of Hunan county government organized and implemented by Hunan procedural law society,it is concluded that the third party evaluation subject should be neutral,professional and comprehensive in order to ensure the smooth implementation of the evaluation activities.Analysis,the main body of the third-party evaluation implementation difficulties facing local government under the rule of law image evaluation activities are mainly: the third party assessment main body law orientation is not clear,the rights and obligations responsibility is not clear,the main structure of the third-party evaluation,evaluation ability is limited,difficult subject to collect information of the third-party evaluation,evaluation result application.In order to solve the above difficulties,in the aspect of path selection,this paper puts forward specific constructive plans and strategies from three dimensions: actively deploying and promoting the legislation of the third party evaluation subject,accelerating the improvement and development of the evaluation ability of the third party evaluation subject,and strengthening and improving the evaluation guarantee mechanism of the third party evaluation subject.The selection of these paths establishes the legal status of the third-party evaluation subjects,clarifies the rights and obligations of the third-party evaluation subjects,and cultivates diversified third-party evaluation subjects.With a perfect evaluation guarantee mechanism,the third-party evaluation subjects can carry out the evaluation activities of local government's legal image in a scientific and standard way.This opens up a new way of thinking to solve the dilemma faced by the third-party evaluation subjects in the implementation of the government's legal image evaluation activities,so as to truly promote the construction through evaluation,promote the reform through evaluation,and combine evaluation with construction,promote the local government's legal image,and accelerate the construction process of the government under the rule of law.
