Research On The Collaborative Supply Of Basic Public Services For The Disabled

After more than 40 years of reform and opening up,China has basically established a basic public service system for the disabled,including rehabilitation,education,employment services,social security,culture and sports,foster care and barrier-free services.However,the supply of basic public services for persons with disabilities under the traditional mode led by the government has problems such as "supply is in short supply" and "supply is misplaced".The supply model of a single subject can no longer meet the basic needs of persons with disabilities.Based on this,this paper puts forward the creative thinking of "collaborative supply",in promoting the construction of service system for the disabled and the improvement of service ability is of great theoretical significance and practical significance.This paper takes A District of Y City as an instance;applies the qualitative research approach on the basis of energization theory and collaborative governance;proceeds from the supply of basic public services for disables in District A to analyze its collaborative supply;and summarizes the actual effect of collaborative supply of basic public services for disables in District A.This paper summarizes the effective mechanism of coordinated supply of basic public services for the disabled in Area A,which is to promote inclusive services by relying on the community,to speed up the special services by using the living market,and to promote voluntary services by public participation.It also expounds the practical application of the theory of energy enhancement and the theory of coordinated governance in the research.The practical analysis on the basic public services supplied for disables in District A has shown that the coordinated supply is featured by three problems,namely outdated infrastructure with delayed update,less educated labor force with high mobility,and insufficient multi-agent integration with poor coordination.Then,the reasons for the problems existing in the collaborative supply of basic public services for disables in District A are analyzed.In conclusion,three countermeasures are proposed to promote the collaborative supply of basic public services for disables: to construct an effective mechanism for multi-agent collaborative supply,to complete a smooth multi-agent communication mode and to upgrade the multi-agent fusion services.
