Research On The Countermeasures Of Public Services For Disabled People In Longquanyi District Of Chengdu City

Disabled people are the special group in need of care,support and help,they are also part of society and have the same civil rights as others.At the same time,due to physical conditions that prevent disabled people from realizing their rights claims,public services specific to disabled people are required to ensure that the rights of disabled people are realized.Under China's current administrative system,associations of Disabled people are the institutions that provide services to Disabled people on behalf of the Government and bear the main responsibility for providing public services to Disabled people.Under the traditional model,government services for Disabled people mainly focus on subsistence support and material assistance,and pay less attention to rehabilitation,prevention and development of Disabled people.With China's economic and social development and the continuous transformation of government functions,public services for Disabled people are gradually being developed to high quality,personalization and equilibrium.General Secretary of the CPC Central Committee Xi Jinping called for building a moderately prosperous society in all respects,with every disabled people.It is an inevitable requirement of the socialist system with Chinese characteristics to respect and guarantee the human rights and dignity of disabled people and enable them to participate fully in social life on an equal footing and with equal opportunities.How the local government can provide better public services to disabled people,help disabled people to compensate for physical defects,overcome environmental barriers,participate in social activities on an equal footing,and share the fruits of social development are the issues to be studied in this paper.Sichuan province has the largest disabled population in China,and also a province that innovates to supply “measure and tailor” public services for disabled people,.After more than ten years of practice and promotion,Sichuan province,especially Chengdu city,has made great achievements in public service work for disabled people,but there are still some problems that need to be explored and improved.In this paper,Longquanyi District was selected as the research object to conduct research.This paper first defines the concept of public service,disabled people's public service,and expounds the relevant theories of new public service,service-oriented government,and public products.This paper takes the disabled people's public service in Longquanyi District of Chengdu City as an entry point,draws on domestic and foreign research results,and analyzes the measures and current situation of disabled people's public service in Longquanyi District of Chengdu City through data analysis,questionnaire survey,visit and investigation.It is found that there are some problems in the public service for the disabled in Longquanyi District,such as insufficient team construction,unbalanced development and unimpeded information.The paper analyzes the reasons of the problems from three aspects: the team construction,service supply and operation mechanism,and improve the service ability of the workers for disabled people,promote the development of professional social organizations for disabled people,and improve the public service for disabled people.Four countermeasures above also can provide reference strategies for the local governments to improve the public service for disabled people.
