Research On Institutional System Construction For Comprehensive And Strict Ruling Party In The New Era

To comprehensive and strict governance over the Party,we need to solve both ideological and institutional problems.As a governance strategy for the CPC to improve its structure and functions,comprehensive and strict ruling party is necessary to use scientific and effective supporting system,in order to obtain the external order and internal standard.The system of comprehensive and strict ruling party,its essence and nature,is a rigid constraint means and rule,which can make the comprehensive governing the Party with strict discipline obtain order and certainty.The construction of the system for comprehensive and strict ruling party mainly includes two aspects:the first is the construction of the system standard system,namely through the system supply to form the system arrangement and system design;second,the system implementation system construction,that is,with the help of the system construction process to promote the institutional arrangement to play more political party governance effectiveness.The construction of the system for comprehensive and strict ruling party is not "water without a source or a tree without roots".Relevant theoretical views of Marxism provide effective theoretical guidance and valuable theoretical resources for solving the practical problems faced by the construction of the system of comprehensively governing the Party with strict discipline in the new era.Comprehensively strengthening the system of comprehensive and strict ruling party in the new era is a solid foundation for upholding and improving the systems and institutions for CPC leadership,an important task for deepening the institutional "supply-side structural reform",an important measure for comprehensive and strict governance over the Party,and a key link in making Party building more scientific.Since the 18 th National Congress of the Communist Party of China(CPC),efforts have been made to build a system of comprehensive and strict ruling party,mainly from two aspects: the system of rules and regulations and the system of system implementation.One is preliminary set up the comprehensive governing party system standard system "four beams eight columns".Second is strengthening the enforcement system for comprehensively governing the Party with strict discipline by focusing on institutional environment,institutional awareness,institutional culture and other factors.Through unremitting efforts and continuous exploration from the 18 th CPC National Congress,the comprehensive and strict ruling party system is gradually moving towards mature,all measures to improve institutional culture have been implemented,the political and institutional environment within the party is continuing to improve,outstanding achievements and remarkable achievement have been made.Meanwhile,the long-standing problems and the deep contradictions make the construction of the system facing many problems,such as lack of systematic substantive system,shortage of procedural system supply,"obstruction" in the system and too much space for discretion,etc.These problems are mainly due to ideological construction and system construction "two skins",the party members and cadres lacking the awareness and ability to implement system,the lack of system execution resources support and guarantee,etc.In order to further promote the construction of the system for comprehensive and strict ruling party in the new era,we need to adhere to the basic principles of aligning top-level design with hierarchical governance,integrating problem-oriented approaches with goal-oriented approaches,the building of institutions and the cultivation of culture promoting simultaneously,ideological building and institutional governance work in the same direction,and closely integrating political standards and institutional requirements.It is necessary to set up the general train of thought,including strengthen and improve the leadership system of the CPC as the goal,highlight the system systematically and optimize the structure of the system as the basic work,improve the implementation of the system and optimize the system operation mechanism as the core content,implement the main responsibility and strengthen the institutional guarantee mechanism as the main starting point,release the efficiency of governance and improve the overall quality of the system as a key link.On the basis of sticking to the general train of thought,it is necessary to establish standard and efficient procedures for institution-making,deepen supply-side structural reform,raise the cost of violating the system,reduce the room for discretion,cultivate the awareness of the system and the ability to implement the system,solve the "mid-block" problem,ensure the effective supply of relevant supporting resources,strengthen system culture soil and create a favorable institutional environment.
