Optoelectronic information industry is a strategic emerging industry with high technology content,wide application scope,great market potential and broad development prospects in the 21 st century.It is of great significance to optimize industrial structure,expand social employment and promote economic development.It has become an important method and breakthrough for promoting industrial upgrading and cultivating fostering new increments.Since 2000,many provinces,cities and regions in China,such as W,C and X,have laid out and invested heavily in the construction of optoelectronic information industry-intensive zones at different levels,such as optical valley and Photoelectric Park,in order to seize the opportunities for the development of optoelectronic information industry.In the construction of these agglomeration areas,C city,as the birthplace of optical Science and technology in China,and W city,the first city to put forward the concept of "China Optical Valley",have obvious advantages,each has its own strengths,and it is difficult to distinguish between them.After more than ten years of development,W city lights up "a city" with "a beam of light",and the agglomeration effect of optical valley appears.All the five major strategic pillar industries have reached the scale of 100 billion yuan,and the total income of enterprises exceeds trillion yuan.Among them,the optoelectronic information industry has exceeded 500 billion yuan.In contrast,the development of optical valley in C city is obviously lagging behind.The output value of optoelectronic information industry is less than 80 billion yuan,the number of above-scale enterprises is only 60,and the output value is only 5 billion yuan.At that time,they fought for the pride of "China Optical Valley",there is a gap in industrial scale up to now.In addition to local resources,location differences and other reasons,there are also phenomena that policies cannot come into effect in the process of implementing specific policies,which make us realize the important role played by local governments in industrial development,especially in the process of promoting industrial transformation and upgrading.Taking the development of optical valley in C city and W city as an example,this paper uses the "ambiguity-conflict model" to compare and analyze the differences in policy implementation between the two cities,to explore the causes of the differences in results,and to draw lessons from the successful experience of W City,to put forward the countermeasures and suggestions for the effective policy implementation of the industrial upgrading strategy in C City.This paper determines the research contents on the basis of in-depth analysis of domestic and foreign research status of industrial transformation and upgrading.The specific research methods and models adopted in this paper are also described.The main research work of this paper is as follows:The first part mainly introduces the analysis tools used,namely the ambiguity-conflict model,and analyses the applicability of the research model selection in optical valley development case.In the second part,the current situation of optical valley development in C city is introduced in detail,and the specific situation of optical valley development in C city in policy implementation is analyzed by using the "ambiguity-conflict model".The third part introduces the present situation of the development of W city Optical Valley in detail,and uses the "ambiguity-conflict model" to analyze the specific situation of the development of W city optical valley in policy implementation.The fourth part makes a comparative analysis of optical valley development in C city and W city,explores the reasons for the difference of development results,and makes an analysis.In the fifth part,aiming at the difficulties of local governments in implementing optical valley development policy,specific suggestions are put forward,hoping to provide help for local governments in promoting industrial transformation and upgrading.Finally,the conclusion of this paper is that the effective implementation path of local government industrial upgrading policy is to formulate clear policy objectives from the national level to the bottom as far as possible,rationally plan the industrial layout,resolve and avoid conflicts of interests of all parties,and require quantitative assessment of policy implementation,so that the policy can truly benefit enterprises and promote industrial upgrading.
