Research On The Optimization Of The Visiting System Of Leadership In The Process Of Comprehensive Rule Of Law

The system of leading and receiving visits is an important part of China's complaint reporting system,which plays an active role in helping the government to find out and understand social problems in a timely manner,mediate social conflicts and contradictions,and safeguard the legitimate rights and interests of the people.At present,China is in the period of social reform and deep water.Social employment,social security and other issues closely related to the vital interests of the people are also becoming more and more complicated and diversified.The effectiveness of the leadership interview system has been more and more tested.Some scholars argue that the leadership interview system is not suitable for the general trend of comprehensively deepening the rule of law,and to some extent it is easy to aggravate the people's erroneous sense of "faith,faith,visit,unbelief".The report of the 18 th National Party Congress put forward new requirements for the comprehensive rule of law,emphasizing that scientific legislation,strict law enforcement,fair justice,and law observance by the whole people are the key.The government is the main body of law enforcement,and the rule of law government has become the key to comprehensively deepening the rule of law.Therefore,in the process of comprehensively deepening the rule of law,how to scientifically optimize the system of receiving and receiving visits by leaders,taking into account the basic requirements of the government under the rule of law,so as to give more effective play to its positive role in resolving contradictions and stabilizing society.It is a matter of practical significance to help deepen the overall advancement of the rule of law.Based on the actual case of the H region in our country,combining the background of comprehensively deepening the rule of law and the theory of government under the rule of law,this paper takes the "function orientation","procedural norm" and "responsibility" of the system as the framework of analysis.Analyze the three major practical difficulties facing the current leadership interview system,namely,the offside of functions and the heavy dependence of authority;Program dislocation,"pre-phenomenon" prominent;Responsibility is absent,the rule of law is insufficient,and the path of system optimization is put forward based on the analysis of problems.
