Emergencies often cause secondary disasters,and a considerable part of secondary disasters have great damage effects,even higher than the loss caused by primary disasters.Before the large-scale distribution of external emergency resources,there is one of the important means to deal with emergencies to make full use of the advantages of regional mutual aid and the subsequent sharing of emergency resources,and to reconfigure the existing emergency resources.Resources supply level at this time for the affected point rather than the material distribution center,the supply and demand both sides victims of relocation obvious differences in attitude,sense of satisfaction to become a key element,information transmission speed of unprecedented development makes the public know the disaster information fast,if we do not consider the psychological factors of the victims,it is easy to cause public panic,cause serious social problems.Therefore,this study aims to solve the region linkage of secondary disaster emergency resource allocation problems by sharing resources of primary disasters to support secondary disasters,the resources imbalance problems,to give full consideration to the differences of the victims' perception satisfaction between the supply and the demand,and to redistribute emergency resources in a scientific and rational way.The main work of this paper is as follows:(1)this paper sorted out the theories and measurement principles of satisfaction,analyzed the perception satisfaction of different types of disaster points from the perspective of cognitive deviation,proposed the perception satisfaction model of victims of primary disaster points based on the prospect theory,and described the perception satisfaction of victims of secondary disaster points based on the survival probability curve.(2)according to the analysis of the joint emergency resource allocation under the background of the problem,a multi-objective optimization model considering the perceived satisfaction of the disaster victims was established.In order to balance the perceived satisfaction of disaster victims and the efficiency of rescue,the model is divided into two categories: the first is to maximize the perceived satisfaction of both the primary and secondary disaster sites;The second is to maximize transportation efficiency;(3)multi-objective particle swarm optimization(MOPSO)was used to solve the model.According to the actual needs of the model and to improve the solving efficiency,the scaling coefficient and constraint violation check function were introduced to improve the MOPSO and accelerate the initialization process of the algorithm.(4)finally,the algorithm is solved by programming an example,the experimental results are analyzed,the performance of the algorithm is verified,and the feasibility and scientificity of the model and algorithm are verified.Theoretically speaking,the research in this paper provides a new way of thinking for the joint emergency resource allocation of secondary disasters and enriches the research on emergency resource scheduling.In practice,it provides certain decision support for emergency management with chain reaction,and provides certain reference significance for the research on coordination and optimization of emergency resources.
