As a unique social behavior in China,letters and visits bear a large number of functional contents such as supervision of the operation of public power,transmission of public sentiment and public opinion,provision of reasonable relief,information reference and decision-making,which have an indispensable positive effect in promoting social health and political stability.At present,there are 900 million rural population in China.In the past thirty years of reform and opening up,China's social and economic development has been developing rapidly.However,some income distribution,cultural and educational,social insurance,medical and health systems are still imperfect,the development of the East and West is not balanced,resulting in the gap between the rich and the poor,the gap between urban and rural areas further widened,agricultural development,rural stability,farmers' income has become a realistic and urgent problem.In recent years,with the deepening of various reforms in rural areas and the increasing demands of the people,the rural areas and peasants have shown new characteristics because of the interweaving of various interests,and the resulting contradictions and disputes have emerged through the channels of letters and visits,so as to grasp and resolve the contradictions in time,maintain social stability and promote social stability.It is of great significance to enter the rural economic and social development and build a harmonious society.This article analyzes the phenomenon of letters and visits in rural areas in China.Through a series of empirical analysis and data analysis,I have learned that interest appeal is the top priority of the complaint reporting,and it belongs to the realistic social contradictions caused by material interests.The author is based on his own work experience and letters and visits to his work.By sorting out the statistics of the letters and calls data of the departments in charge,including the parallel departments,and communicating with the masses of the letters and calls in front-line work,From the two angles of petition farmers and ruling departments,this paper analyzes the problems and causes of rural farmers petition.On this basis,Through systematic analysis of the imperfections of rural letters and visits in M County,To further explore the local petition situation.And then integrate the types of local feedback questions.n depth analysis of the factors that form local letters and visits.It puts emphasis on putting forward the scientific strategy of local petition.We should strengthen the credibility of grass-roots organizations and improve the relevant laws and regulations of relief.We should create a fair and legitimate macro environment for letters and visits,and improve the system of regulating letters and visits.
