As a financial center city in China,there are lots of banks in Shanghai.In recent years,the bank tellers can't avoid some problems such as working for a long time,lower salary comparing to the banking average level and the high work pressure.Those problems directly cause the "overwork",which has become a common phenomenon among the bank tellers.Overwork not only damages the legitimate rights and interests of employees,but also brings other negative effects,such as affecting the physical and mental health of workers,occupying the opportunities of other job seekers,even endangering the harmonious labor relationships.Based on the analysis of the overwork among the state-owned bank tellers,this article tries to focus on the effective measures of the labor union as well as its role and status on relieving the overwork.Owning to the related reasons or the realistic background,it is obvious that the labor union couldn't relieve the overwork only by relying on the function of safeguarding employees' rights.In this regard,we should take advantage of all the functions of the labor union,which means we could take the overwork into consideration and find out different solutions.Then,we will use multi-measures simultaneously to relieve the overwork.As a matter of fact,the labor union could negotiate with the enterprise or use the democratic management measures,assuring the problem of overwork could be taken seriously and handled in joint hands.Meanwhile,by improving the working environment,or relieving psychological pressure,the worker's feeling of fatigue could be relieved.It could be said that he labor union truly tries its best to safeguard the rights and interests of workers.At the same time,although the labor union has played a positive role in relieving the overwork in the enterprise,it mainly pays attention on the surface of the overwork,which seems like a kind of remedy,and still not answers the existing question.Actually,it is important to control the overwork form its source.Therefore,we should research how to participate in the cycle of governance,especially the further study about the labor union organizations on how to influence governments or participate in formulating public policies.According to the practices of labor unions of state-owned banks in Shanghai,this article tries,through summarizing the combination of internal and external ways,to solve the problem.The overwork not only damages workers' rights and interests,but also makes negative influence on the social employment.The labor union should take the basic responsibility and shoulder its duty.Through creating the ways of upward feedback,affecting the formulation of public policy,the problem of the "overwork" could be solved in another way.Relieving the overwork has become one of the most important aspects of safeguarding workers' rights and interests,which should be indeed involved in the consideration of governance.Finally,through synchronization of promoting the measures of labor unions,the problem of overwork could be relieved gradually and successfully.In brief,we could establish harmonious and stable labor relations for the society and the country.
