| Since the reform and opening up,our economy has been developing rapidly and our society has been gradually transforming.The existing unit system and neighborhood system in urban society have been gradually broken down and replaced by the community system.At the same time,the mode of grassroots social governance in our country has gradually developed from management to governance stage.This transformation has broken the traditional pattern of community governance which mainly relied on a single subject of government and provided space for the participation of multiple subjects.Social organizations,as one of the social forces,play an increasingly important role in community governance.Social organizations and communities were originally independent organizational structures with different nature,characteristics,respective interest demands and their own operational logic.Under the background of the linkage of the five social organizations and the cooperation between the government and social organizations,the participation of social organizations in community governance has become a basic consensus and has been widely practiced.However,there are great differences in the effectiveness of cooperation between social organizations and communities in governance.It also takes on different forms.From the perspective of organizational sociology,based on qualitative research and supplemented by quantitative data,this paper analyzes the macro background of social organizations’ participation in community governance,presents the resource relationship and cooperation mode between the two,explores the reasons for the formation of cooperation mode,and explains how social organizations and communities form differentiated cooperation mode.This study finds that due to the needs of community governance and the survival needs of social organizations,social organizations and communities have a need for each other.In terms of structure,social organizations and communities also show resource interdependence.Social organizations need the community to provide them with legitimacy recognition,information support,community mobilization and other resources,while the community also needs social organizations to provide them with public services,professional knowledge and social resources.In the analysis of the cooperation mode between social organizations and communities,the author takes the degree of resource matching and embeddedness as the analysis dimension,and constructs the ideal type of cooperation mode between social organizations and communities,which mainly includes four modes:internesting,false,dependent and suspended.These four modes have their own embodiment in reality,and may change with the development of cooperation process.Under the guidance of the collaborative governance mechanism,social organizations and communities have formed an interactive cooperation model through the action strategies of initiative and consultation.Under the role of performance orientation,social organizations and communities form a false cooperation model through coping and performance strategies.Under the influence of resource dependence mechanism,social organizations and communities form a dependency cooperation model through dwarfing and compromising action strategies.Under the guidance of the administrative driving mechanism,social organizations and communities form a suspended cooperation model through the action strategies of indifference and avoidance.In the process of social organizations participating in community governance,as an independent form of organization,social organizations cooperate with communities through various mechanisms and conduct effective governance.Through the analysis of the ideal type of cooperation mode between social organization and community,this paper deeply observes the relationship between social organization and community,and establishes the foundation for the effective matching and cooperation between the two. |
