| With the comprehensive deepening of reform and the transformation of government functions,the role of community social organizations in community construction and community governance is becoming more and more prominent.Under the policy background of the government cultivating community social organizations,the development of community social organizations is diversified.In this process,the resource dependence between community social organizations and the government is also a topic worth exploring.As an important organizational form of grass-roots society,community social organization is the carrier of residents’ participation in community public affairs,and its cultivation and development is of great significance to the community.From the perspective of resource dependence theory,this paper selects two community social organizations in Shanghai to compare cases.The selection of cases is based on the principle of "maximum similarity ",so as to analyze the differences of the development of various elements of social organizations in similar backgrounds.The analysis framework is established from three factors: important resources,autonomy of resources and alternative resources,and the process theory is used to explore the development process of the organization,including the initial resource dependence,the dynamic change of the dependence relationship and the presented organizational action strategy.In order to explore the relationship between community social organizations and grass-roots governments on the development path of community social organizations.The core problem of research is how different resource dependence affects the development of community social organizations.By analyzing the resource dependence of community social organizations in different stages of development and the relationship between street government and community neighborhood committee.Exploring different resource dependence shapes the differentiation of community social organization development path.And then think about the development of community social organizations and the path of building a good relationship between government and society.The comparative case study shows that :(1)the autonomy of community social organizations is not simply independent of the government.The government exists through backstage support,and community social organizations play a role in collaborative governance.(2)The resource dependence of community social organizations and governments is not only one-way.Community governance needs the function of community social organizations,and the interdependent resource relationship is more conducive to their development.(3)Capacity-building of community-based social organizations is an important link in enhancing the autonomy of resources and their social legitimacy. |
