A Study On The Practice And Optimization Of "the Linkage Of Community,social Organizations And Social Workers"

The community is the “microcosm” of the society.Through such microcosmic social governance in the community,we can explore the way forward for the future society.As a model of innovation in community governance,the “the Linkage of Community,Social Organizations and Social Workers” was initially formed in Shanghai,bringing together more dispersed and weak social organizations and social workers to govern the community.Can this governance model achieve the "ought" state of multi-center governance? What is its operating environment? What are the action strategies of the governance entities to respond to the environment? How is the linkage effect?Based on this,this article mainly adopts qualitative research,throughparticipating in the observation method and semi-structured interviewing method,it has an in-depth understanding of the practical process of the DH,YJ,and KJ street dilemma family youth service projects in YP district.Taking the project as a carrier,the “the Linkage of Community,Social Organizations and Social Workers”community innovation mechanism is analyzed through the theoretical perspective of new institutionalism and multi-center governance.It can be seen that the mechanism is not a simple association and interaction between community residents' committees,social organizations,and social workers.It is also not just the “three agencies” that work together to co-govern the community.Its essence is the interaction between government and society,and the formation of new grassroots social governance.mechanism.The main research findings are as follows:The changes in the state system and the transformation of the society have brought about room for development in the " the Linkage of Community,Social Organizations and Social Workers ".The government procurement service mechanism also provides direct institutional support for the operation of the practice.The establishment of community platforms,links to social resources,and the transfer of professional service concepts have all contributed to the development of the project.From the specific practice process,it is found that the organization has certain strategies for the choice of the system.For community residents' committees,social organizations,and social workers,the legitimacy of regulation and the legitimacy of regulation are more easily obtained than the legitimacy of knowledge,which makes them excessively dependent on the government,has a tendency of "instrumentalism".The dilemma of the “the Linkage of Community,Social Organizations and Social Workers” is mainly reflected in three aspects.First of all,the government's transfer space is limited,and the social forces do not have the ability to resist,thus forming an asymmetrical resource dependence.Second,the participatory nature of social citizens has long been lacking.Residents are only concerned with personal interests and lack the subjective awareness.Furthermore,the democratization of our system is still moving slowly forward.The subject of community governance faces the dual dilemmas of “administrative” and “autonomy.” At the same time,the lack of system-supported citizen participation system also undermines the foundation of public production.In order to drive the “the Linkage of Community,Social Organizations and Social Workers” move out of the dilemma,there are four policy implications worth considering.First,the government decentralizes the power appropriately and gives the social forces independent autonomy so that they can truly participate in the process of social construction.Second,social organizations must actively respond to the complexity of the institutional environment.Third,open up public living space and carry out all-round civic education to raise awareness of citizen participation.Fourth,expand the role of the community platform,and improve the system protection.
