Research On Financial Support For Public Service Provision In The Suburbs Of Metropolises

The main contradiction in the new era of society is transformed into the contradiction between the needs of the people's good life and the uneven development.The imbalance of the supply of basic public services is an important part of the imbalance and inadequate development.How to effectively solve the main contradictions in the new era of society,the government's financial support is obviously needed.Because the basic public service supply is a basic function of the government,the function needs the corresponding financial basis.With the development of new urbanization strategy,a large number of floating population is coming to the suburbs of metropolises.The basic public services need to grow rapidly.Naturally,we need to match the corresponding financial support to effectively respond to the basic public service needs of the people.There are obvious differences between urban suburbs and urban areas,and the demand for public service is compared to the urban areas.Under the trend of equalization of basic public services,the supply of public services and the corresponding financial support have become an important topic in the new era.How to promote the supply of public service in urban suburb and enhance the government financial support is the main logic of this paper,therefore,is to follow what,why and how to do the basic idea,causes the financial support byanalysis of crack of Metropolitan Suburb Public Service Supply Problems and corresponding countermeasures put forward.This paper studies the three basic theories of public goods,new public management and fiscal decentralization,and tries to solve the problem of the financial support for the public service supply in the large and rural areas.First of all,the basic framework of financial support to establish metropolitan suburban public service supply,which is why financial support to resolve the question of public service supply,this paper demonstrated from three aspects,one is the basic function of the government's supply of public services,the corresponding natural need financial support;two is the existence of important public services the supply and the stage of economic development,because with the economic development stage,the transition from survival to development stage,the public service needs of the people will gradually rise,resulting in the need to supply more public services,it needs financial support;three is the supply of public services in PPP mode can increase the supply of public services but at present,Chinese public services market,social ability is relatively weak,need more financial support.From three aspects of government function,economic development and supply main body capacity,the financial support logic of the public service supply in the suburbs of metropolis is proved effectively.The framework of financial support analysis is constructed.This paper further decomposes the types of financial support,the different financial support needs of I and II,the corresponding financial support total amount and structure measurement index system.The basic financial support to establish the analysis framework,this paper analyzes the case to Qingpu District,found the insufficiency,problems of unbalanced supply and low efficiency of the supply of public service supply,through the government,economy and society,the four dimensions of financial analysis found that the supply of public services in the financial support trouble reason.Finally,the plight of the reasons Qingpu district case and analysis based on the proposed policy framework for financial support to build metropolitan suburban public service supply,from the transformation of local government functions,the transformation of economic structure to the development ofbasic public service supply side reform,adhering to the reform of the financial system of public service,establish a systematic framework of finance the support of the supply of public services in metropolitan suburb.This paper believes that a new era of social transformation highlights the main contradiction of the supply of basic public services,public services of metropolitan suburb is particularly urgent,because this is a new urbanization strategy and the important content of comprehensive building well-off society;from the perspective of financial support is also more in line with the close relationship between the supply of public service in the current Chinese with the financial result,this paper put forward opinions and policy suggestions with innovation from the realistic demand to macro and micro structure analysis.
