Abstract/Summary:
With the development of science and technology, the problem of environmental protection in China is becoming increasingly prominent. The emergence of global warming,El Nino phenomenon and other problems makes people realize that the problem of air pollution has seriously affected people’s daily life around the world. The environmental problems are mainly due to the excessive use of coal and petroleum and the excessive emission of carbon dioxide. The effective supply of charging facilities is an important measure to accelerate the upgrading of automobile industry, relieve energy pressure and improve environmental pollution. However, with the increasing popularity of new energy vehicles, the supporting charging infrastructure restricts the development of new energy vehicles to a certain extent. The development speed of charging infrastructure is relatively slow, which is one of the bottlenecks in the promotion and application of new energy vehicles.Strengthening the supply of charging infrastructure is conducive to promoting the development of new energy vehicle industry, providing convenient charging for new energy vehicle users, and actively responding to the concept of building a green society. The development of charging infrastructure industry is committed to promoting the sustainable and healthy development of the industry,so as to promote China’s automobile industry from big to strong. In the 13th five year plan,China emphasizes the layout planning of charging infrastructure. In 2020,the construction of charging infrastructure is written into the government work report, and the scope of new infrastructure construction is also defined.Limited by the site, technology, capital and other reasons, the development of charging facilities needs to be solved. Therefore, the development of charging facilities needs the strong support of the government.City a is located in Liaodong Peninsula,a coastal city in Liaoning Province, which is of great significance to the economic development of Liaoning Province.Since 2012,new energy vehicles began to develop rapidly.By the end of 2015,the number of new energy vehicles in a city has begun to take shape, and the development of new energy vehicles has promoted the development of charging infrastructure. This paper takes a city as the background, starting from the measures taken by the government to manage the construction of charging facilities, and then analyzes the current situation of charging facilities in a city under these measures.Through the analysis of the existing measures and development status,it is found that there are still some problems in the charging infrastructure construction of city a,such as the imperfect system, department connection, resource allocation and information management, and the reasons for the problems are analyzed in depth. On the basis of learning from the experience of other regions at home and abroad, this paper puts forward countermeasures from four aspects:improving the guarantee ability of policies, strengthening the construction of coordination mechanism among various functional departments of the government, improving the planning and layout of charging facilities and speeding up the construction of charging facilities management information platform. It has obvious theoretical and practical significance for the government management of charging infrastructure construction in a city. This paper analyzes the current obstacles and contradictions affecting the construction of charging infrastructure industry in a city, and puts forward:the Countermeasures of government management in view of the problems in the construction,so as to enrich the relevant theories and promote the healthy development of charging infrastructure industry in a city, hoping to promote the healthy and sustainable development of charging infrastructure construction and intelligent vehicle industry in a city.
