As the society develops rapidly,the management of public sector deepens constantly,and the study of the organizational climate has gradually become a hot issue for domestic scholars to study.Under the background of Chinese cultural,how to create a good organizational climate in basic-level government departments so as to improve organizational efficiency and improve work performance has increasingly become an urgent issue for the government management departments to think.LD sub-district office located in Lubei district of Tangshan City,is a typical basic-level government department.After years of development of organization,LD sub-district office has made several achievements in the developments of economic society,developments of well-being and constructions of party organizations.How to construct a good organization climate adapting to the characteristics of basic-level government departments,which makes members of basic-level organizations reach their potential and have a sense of mission,and also achieve the objectives of the organization and working efficiency,become an vital task for LD sub-district office in organization developing.Taking LD sub-district office as the object and organizational climate as the subject,using the case study method,this paper researches the overall organizational climate of LD sub-district office.Taking several typical cases on organizational climate as the breakthrough point,combined with the organizational climate situation in four dimensions of organizational ethical climate,organizational service climate,organizational innovation climate and organizational justice climate,starting from leadership behavior and leadership style,organizational culture,organizational support,organizational institution and incentive measures as the construction factors of organizational climate,this paper sums up the successful experience in constructing a organizational climate,also analyzes the existing problems in the construction process and proposes the improvement scheme.The research results in this paper could help LD sub-district office construct a good organization climate,and provide reference for the organization and development of other similar organizations.
