Research On The Problems And Countermeasures Of The Government's Accurate Poverty Alleviation

Since the reform and opening up,China has vigorously promoted the development of poverty alleviation.By 2017,the number of poor people in rural areas in China has decreased by more than 700 million,and great achievements have been made in poverty alleviation.The "Thirteenth Five-Year Plan for Poverty Alleviation" clearly points out that by 2020,we will ensure that the rural poor people can achieve poverty alleviation under the current standards,and all poor counties will remove their caps to solve regional overall poverty.However,it must be noted that China's poverty alleviation target is large,the problem of relative poverty is prominent,the phenomenon of returning to poverty occurs from time to time and the development of poor areas,especially concentrated areas with special difficulties,is relatively lagging behind,and the task of poverty alleviation and development is still very arduous.Combining with the current situation of poverty alleviation in China,the article takes precise poverty alleviation as the guiding ideology of "going to the village to the household",proceeds from the micro-perspective at the village level.And it takes W Village,a city-level poverty-stricken village in Wu Long,one of the key counties in the national poverty alleviation and development work,as the specific research object,it explores the problems existing in the precise poverty alleviation work of the government in the poverty-stricken villages,and studies the corresponding countermeasures.Based on the experience of practical assistance work in W village,it's found that the poverty characteristics and the current situation of precise poverty alleviation in W village are representative in the poor villages with scarce resources in the mainland,and the study of precise poverty alleviation in this village will be helpful for other inland poor villages to further promote precise poverty alleviation.By using the methods of literature analysis,field investigation and statistical analysis,with the help of multi-dimensional poverty theory,participatory poverty alleviation and empowerment theory,poverty alleviation meticulous governance theory,this paper analyses that the government has five major problems in the precise poverty alleviation work in W Village: the difficulties of accurately identifying poor households,the scattered use and management of poverty alleviation project funds,the lack of precision in the way of poverty alleviation,the inadequate ability and sense of responsibility of poverty alleviation cadres,and the formalization of poverty alleviation work flow.Considering the causes of the above problems,the paper proposes to optimize the precise identification mechanism,improve the dynamic management mechanism of poor households,and enhance the accuracy of poverty alleviation objects;improve the coordination and supervision mechanism of poverty alleviation projects to ensure the targeted targeting of poverty alleviation resources;strengthen the "hematopoietic" poverty alleviation mode,strictly implement classified assistance,and improve support;strengthen the "hematopoietic" poverty alleviation mode,strict implementation of classified assistance,improve the accuracy of poverty alleviation mode;strengthen the construction of poverty alleviation talent team at the village level,casting the core force of precise poverty alleviation;improve the precise assessment mechanism of poverty alleviation cadres,and prevent the precise poverty alleviation work from formalizing,to effectively raise the level of poverty alleviation by the government in poor villages.
