The Conflict Or Dialogue:Research On Non-rational Maintenance Of Basic Level And Countermeasures

Maintaining stability is an important work with Chinese characteristics,relating to the long-term stability of the country and with a strong color of governance.Maintaining stability at the grassroots level is the key and difficult point of the whole Chinese stability system,and is also the premise and foundation of effective governance of the country.The rational operation of grassroots maintenance mechanism is the foundation and system guarantee to realize social harmony and stability.Based on the analysis of the current situation of non-rational operation of basic level maintenance stability,it is concluded that the traditional "control type" basic level maintenance stability mechanism has not adapted to the current situation of maintenance stability.On the basis of theoretical research and empirical analysis,the author concludes that the root of irrational operation of grass-roots maintenance stability mechanism lies in the dimension of social organization and popular participation.The channels of stability are not smooth,the power of government stability and people’s rights protection is not balanced,and so on,and then puts forward the realization path of "rule of law" stability mechanism under the framework of rule of law guarantee,that is,through the protection of civil rights,pluralistic and common governance.Legal guarantee and other means to maintain stability and participate in the dialogue between the main body,understanding and win-win.
