At present,the development trend of e-government in our country is in full swing.E-government service informatization and network informatization are realized through one-stop e-services,so that the efficiency of government work is greatly improved,and the government administration situation is transparent and open.But it is not the perfect way to do business.The new reforms have created new problems,particularly network security,which have threatened the political,economic and social security of our country.Taking the current status of the application of e-government in dual-stream areas as an example,through the investigation and analysis of the existing problems in the security and safety of e-government network in dual-stream areas,there are mainly the following types: Firstly,the management system for the construction of e-government network security is not perfect,including the safety responsibility system is not clear.The safety standard system is incomplete,the security management function is dispersed,the security management policy is not in place,and there is no systematic and complete security risk assessment mechanism.Secondly,the current dual-stream area has not established advanced laws and regulations related to safety and security in terms of e-government network.The current legislation is relatively low in level,lacks comprehensiveness and regularity,and the current law enforcers are limited in the use of high technology.It is difficult to completely combat cybercrime,or it is too small to pose a threat to cybercrime,and it is difficult to fully enforce the law when law enforcement is carried out.Thirdly,the construction of e-government network security projects is blind,the overall design lacks planning,and the project management level is low.The proposed targeted solutions are as follows: First,according to the current situation of e-government network management in the dual-stream area,the security operation management system should be reconstructed to make its system sound,such as security administration and security risk management;Second,on the basis of the analysis of the current loopholes in the electronic government security technology guarantee system in dual-stream areas,we will improve the technology and systems that are lacking and build a sound security technology guarantee.The improvement of the technical guarantee mainly comes from the following aspects: physical layer,network layer,application layer,and system layer.Third,the safety management of the project should be further improved so that the construction quality of the e-government network project can be improved.Mainly: improve the outsourcing development model,optimize the security management process of e-government projects,and achieve the clarity of security construction principles.Fourth,taking e-government network security as the main body,we will establish a complete information security social service system,improve and innovate the service,and improve the security emergency response service in the current system.In addition to strictly checking the security assessment of information,we will continuously strengthen the in-depth and high-level network security education and training of technicians and managers so that they have the awareness and ability to maintain e-government network security.
