The Research On The Public Policy Of Encourageing Rural Women To Start Business Of Local Government

Confronted with the influence of economic downward pressure as well as the contradictions and problems accumulated during the urbanization in rural areas,also in response to the call for "mass entrepreneurship and innovation",encouraging rural women to start their own businesses by themselves is an important work that benefits the livelihood and development of rural women.It is an important way to realize the transfer and upgrade of rural female labor force and effectively promote the sustainable development of rural economy and society.Since the third Plenary session of the 18 th CPC Central Committee,Suqian City,based on the actual circumstances of local development,has deeply realized the necessity of encouraging women's entrepreneurship,especially in rural areas,in the realization of self-worth,family construction,optimization of the environment for entrepreneurship,and the promotion of economic development.Therefore,we have already taken effective measures in aspects of cultivating entrepreneurial subject,strengthening entrepreneurial carrier,enforcing stimulation policies,and optimizing entrepreneurial services,having taken a step further in promoting rural women entrepreneurship,thus stimulating the vitality of the market and social subjects.However,in the process of advancing the policy,some problems still exist.There are mainly due to that the entrepreneurial support coverage and the scale of capital are too limited,the overall function of entrepreneurial carrier has not been effectively played,entrepreneurial training and atmosphere building lack pertinence.These are mainly caused by the systems and mechanisms,innovation service,social support,personal entrepreneurial ability,which have affected the effectiveness of the work.Based on the theory of new public service,the theory of public policy and human capital theory,this paper uses the methods of literature reading,comparative analysis,empirical research and case study to probe into the public practice of encouraging rural women to start their own businesses by local governments based on the development of Suqian and analyze the existing problems and their causes.By a comparative study of the successful experiences of encouraging rural women to start their own businesses in developed cities such as Suzhou,this paper puts forward some improvement countermeasures,such as the support of innovative entrepreneurship policy,the brand of pioneering service and carrier,the marketization of innovative entrepreneurship training,and the radiation effect of the subject of network entrepreneurship.Improving incentives to support rural women self-employment rationalization policy,in order to find a solution to the plight of the way to further form an endogenous impetus to stimulate economic growth,and accelerate economic transformation and development.
