As a result of the acceleration of urbanization process,a large number of young and middle-aged labor force one-way flow to the city,rural areas left behind mostly women and children,rural women have become the local effective labor force,"male and female farming" has become a normal rural.With the proposal of the strategy of rural revitalization,the construction of new countryside is imminent,and farmers are eager to change production,living conditions and ecological environment,in which land remediation has become one of the effective means,and the intensive management of rural land promotes the orderly and large-scale use of land.At the same time,the large-scale,scientific management of land will result in those rural women who rely on arable land for their livelihood have nothing to do,a large number of labor force can be released.In the construction of new rural areas,rural women have become an important force,in the 19 th Party Congress on rural construction,one of the effective ways to promote rural development is to encourage rural women to start their own businesses,to stimulate rural women's entrepreneurial enthusiasm for the construction of rural areas,to promote rural development is of great significance.Hebei Province is a large agricultural province,with a total population of more than 70 million,of which the rural population is large,accounting for almost half of the province's population,rural economic development in the province occupies a larger proportion of rural women as an important labor force in rural construction,to stimulate rural women's enthusiasm for entrepreneurship,It is an important measure to promote rural development in our province to solve the problem of rural women's entrepreneurship reasonably,and it will help to maintain the economic development of rural areas and the stability of rural society.This paper mainly explores the factors influencing rural women's willingness to start a business,using social capital theory,planning behavior theory and sustainable livelihood theory as the theoretical basis of this paper,from the internal factors: risk-taking,social capital,self-efficacy,entrepreneurial motivation,and environmental factors: entrepreneurial atmosphere,The six aspects of entrepreneurship policy to analyze the factors affecting rural women's entrepreneurial will,and the application of SPSS24.0 software,the questionnaireobtained data quantitative analysis,the study found that rural women's entrepreneurial willingness and risk-taking,social capital,self-efficacy,entrepreneurial motivation,entrepreneurial atmosphere,The six factors of entrepreneurship policy have certain positive and related influence,the degree of influence is: entrepreneurship policy,self-efficacy,social capital,entrepreneurial atmosphere,risk-taking,entrepreneurial motivation.Based on the results of empirical research,this paper puts forward suggestions to improve rural women's willingness to start their own businesses: to introduce relevant policies on rural women's entrepreneurship to provide policy guarantee for entrepreneurship,to optimize the business environment,to increase rural women's entrepreneurship publicity efforts,to create a good entrepreneurial atmosphere,to improve women's ability to resist risks from their own point of view,and to pay attention to the accumulation of experience to stimulate entrepreneurial will and encourage women to join the entrepreneurial team by expanding interpersonal relationships and so on.
