Empirical Study On Grassroots Corruption Crime

Corruption is one of the key problems in social and economic development of China.Compared with the serious harm of high-level corruption,the rampant spread of grassroots corruption is more significant and extensive to the social and economic development.At the same time,the corruption and illegal crimes occurring in people's lives are also more serious to the blow and negative impact of government credibility.For grassroots corruption,it has some common causes with high-level corruption,and also has its own unique characteristics.Therefore,for the prevention and containment of grassroots corruption,it is necessary to proceed from the formation mechanism of grassroots corruption,systematically and comprehensively analyze its causes,and then proceed from legislation,system,moral cultivation and other aspects to curb grassroots corruption.Because of this,the author combined with their own work practice,selected the S district of Guangdong Province in recent years,investigation of basic corruption cases as empirical research object,through analyzing the cause of low-level corruption generating mechanism,and puts forward some specific suggestions to contain and eradicate the spread of corruption crime at the grass-roots level and strategy,in order to help the illegal crime control and eradicate corruption in our country.Specifically,this paper is divided into the following parts:The first part is a brief overview of the background and significance of the subject,as well as an introduction and analysis of the current research status and achievements of corruption crimes at home and abroad,as well as an elaboration of the research methods and main research contents of this paper.In the second part,the basic situation of the empirical study object S district in Guangdong Province is briefly introduced,as well as the current situation of investigation and investigation on corruption crimes in S district of Guangdong Province in the 10 years from 2008 to 2017.Then on this basis,the characteristics of grassroots corruption crime are analyzed.That is,wide involved,close to the public,social harm is great;The internal division of labor between the two sides of bribery and bribery is clear,mostly a series of cases;Excessive concentration of power in key posts and lack of restriction mechanism;The means of interest transmission is diversified and hidden.The forms of corruption are various and the cases have strong correlation.The third part mainly expounds and analyzes the mechanism of grassroots corruption from three aspects,such as ideological reasons,legislative reasons and institutional building reasons.As for the ideological cause of grassroots corruption,through the selection of typical cases,this paper focuses on the analysis of the objective influence of relative deprivation psychology of grassroots government officials,as well as practical problems such as moral collapse and loss of belief.At the same time,it also expounds the fluke psychological problems in the minds of grassroots corrupt officials.For the reasons of legislation,this paper mainly analyzes the practical problems such as the low starting point,the lack of severity of criminal law and the difficulty of applying the theory of joint crime.From the perspective of institutional reasons,this paper focuses on analyzing the current practical problems in China's grassroots areas,such as the lack of the supervision of discipline commission,the lack of job transfer and promotion mechanism,and the lack of grassroots prevention and anti-corruption system construction.In the fourth part,this part mainly combines the causes of grassroots corruption problems proposed in the third part,and puts forward some feasible solutions and Suggestions.Specifically,for ideological reasons,efforts should be made to improve the welfare treatment of grassroots government officials to offset the objective impact of relative deprivation.At the same time,we should remodel the moral ideas and spiritual beliefs of grassroots government employees by strengthening the grassroots integrity system.At the same time,by focusing on the "51-year-old phenomenon" to combat,with the help of the grassroots discipline inspection and supervision mechanism gradually improve,gradually break the grassroots official corruption of fluke mentality.In terms of legislation,the author proposes that the starting point of corruption crimes should be further reduced,and the severity of punishment should be strengthened,and the ultimate transition from political campaign to legal anti-corruption should be realized.As for the construction of grassroots clean government system,efforts should be made to strengthen the grassroots discipline inspection and supervision system and the discipline inspection and supervision force,and establish a sound mechanism for the rotation and promotion of grassroots officials.
