Research On Data Opening Of Beijing Municipal Government From The Perspective Of Holistic Governance Theory

In the era of big data,data has become a new oil.After the United States took the lead in opening up the government strategy,countries around the world have launched an open government data movement.2018 is the key year for the opening of government data.However,the data opening of local governments in China has achieved good results,but there are still many problems.The holistic governance theory and the government data opening have strong consistency in service concept,goal direction,dependence on information technology,and the relationship between goal and means.Therefore,this paper applies the theory of holistic governance to the study of Beijing government data liberalization,in order to solve the problem of Beijing government data liberalization,and provide some reference for other places in China.Guided by the theory of holistic governance,this paper makes a comprehensive study of Beijing government's data liberalization with the methods of literature study,case study and comparative study.Firstly,on the basis of combing the concept,content and characteristics of holistic governance theory and government data opening,the paper demonstrates the consistency between holistic governance theory and government data opening.Secondly,this paper makes a comprehensive study of Beijing's government data liberalization from the following aspects: the opener of government data liberalization,the power subject of government data liberalization,the platform of government data liberalization,the policy and law environment of government data liberalization,and analyzes the existing problems and the reasons behind them,so as to provide countermeasures.The foundation is laid.Thirdly,it introduces and summarizes the successful cases of foreign practice represented by the United States,Britain and New Zealand.Finally,under the guidance of the theory of holistic governance,and drawing on the experience of the developed countries represented by the United States,Britain and New Zealand,the paper puts forward that we should integrate the consciousness of the subject of government data opening,promote the integration and reform of government data management system,and promote public participation with the guidance of publicdemand.In order to solve the problems in the process of Beijing government data opening,we should take information technology into consideration,improve the function of government data opening platform,promote the integration of policies and regulations.
