Research On Intelligence Synthetic Operations Based On Synergetic Theory

In recent years,in response to the increasingly professional and intelligent social security situation of criminal offences,some public security organs in China have been actively explore a synthetic operations are policing model centered on deepening intelligence sharing and investigative collaboration,and deeply integrate the intelligence resources and investigative methods of intelligence,criminal investigation,and network surveillance departments,and greatly enhance the effectiveness of investigation and attack.Especially in the crackdown on key crimes such as telecom fraud,the effectiveness of investigation is further amplified.However,the overall synthetic operations is still in the early stage of development.In practice,many practical problems such as insufficient depth of information sharing,imperfect command system,imperfect linkage mechanism of police departments,lagging investigation cooperation,and low level of analysis and analysis have been exposed.In this paper,takes the fight against telecom fraud crime with high social attention as an example.The cooperative theory knowledge is used to study and analyze the synthetic operations,and an attempt is made to construct a synthetic warfare cooperative system under the control of intelligence sequence parameters suitable for the development of the fight against telecom fraud crime,in order to further improve the work efficiency of the synthetic operations against telecom fraud crime.First of all,the author summarizes and elaborates the connotation,current situation,characteristics and development trend of the theories of synthetic operations,telecom fraud and coordination,discusses in detail the prominent advantages of synthetic operations in combating telecom fraud crimes,and then focuses on demonstrating the feasibility of using coordination theory knowledge to study this topic so as to lay a theoretical foundation for further research.Secondly,the synthetic operations is regarded as a complex system in synergetics,and the five main components including intelligence,command,operation mechanism,investigation means and police security,which have important influence on the development of the system,are analyzed.And the prominent problems exposed in the fight against telecom fraud crime are analyzed from the perspective of each component.Finally,after the identification of order parameters,the intelligence element is one of the order parameters of the system,and the establishment of the intelligence synthetic operations coordination system under the control of the information order parameters is proposed.From the two aspects of building external coordination environment and subsystems,the author tries to build a synthetic combat coordination system under the control of information order parameters suitable for the fight against telecom fraud crimes,so as to promote the generation of coordination effects and further enhance the effectiveness of the fight against telecom fraud crimes in the intelligence synthetic combat system.
