Study On The Management Of Africans In Guangzhou

Management of the Africans has always been a key and difficult issue in Guangzhou.Since the implementation of reform and opening up policy and the rapid development of economy,Guangzhou government has formed an cooperation point with the African countries which are lack of goods and materials.Many Africans rush to Guangzhou in aim of “seeking gold”.After the Asia financial crisis in 1998,African businessmen began coming to Guangzhou from Southeast Asia.While promoting the economic development of Guangzhou,Africans have also added instability to its social management.The foreign ethnic groups in France and Brazil engaged a similar situation with the Africans in Guangzhou,however,the French model has caused ethnic conflicts and terrorist attacks.Brazil also suffered by slums problem and violent crimes deeply.We should learn from the experience and lessons of France and Brazil.As a result,the social integration should be our choice in managing the Africans in Guangzhou.On one hand,our legislation has no stipulations of social integration in management of foreigners,and society and public have prejudice on Africans and social integration management.On the other hand,with the establishment of the National Immigration Administration,there is an urgent need for effective management in reserving African talents,capital and combating illegal immigrants.However,our present management,especially our Entry and Exit Administration is not conducive to retaining the African capital and talents,and can't ease the psychological and behavioral stability of the African in Guangzhou.Therefore,based on the problems of reality in recent years,the Paper aims to exploring how to manage the Africans in Guangzhou effectively and orderly,and concluding that a service-oriented immigration management strategy should be adopted.Under the index system of economic integration,behavior adaptation,cultural acceptance,and identity acceptance,government should improve legislation and strengthen law enforcement,to maximize the personal value of Africans in Guangzhou and explore more ways to retain capital,talents from Africa,and take measures to solve the illegal immigrants issues in order to achieve a "positive cycle" in the management of the Africans and overall social stability in Guangzhou,avoiding terrorism attacks and slum-style situation which happened in France and Brazil due to the lack of hope in moping in the mainstream society of Guangzhou.
