Research On Influencing Factor And Policy Regulating Of Public Housing Construction In China

Since the housing innovation in1980, China’s housing market changes a lot and thehousing price grows fast. But residents income growth is not keep up with the speed ofhousing price growth, the low-income families’ housing problem seriously affected ourcountry’s economic and social harmonious development. In order to solve the low-incomefamilies’ housing problem, our government has issued a series of housing policy. But thesepolicies have not executed well, the basic housing demand of the low-income families’ cannotbe feed effectively, the construction of affordable housing is still problematic. These problemsare closely related to the influence factors of affordable housing construction. This paperanalyzes on some factors of the construction of affordable housing from three dimensions ofpolicy, market and consumer crowd, explores problems cause by construction of affordablehousing, and puts forward the perfect policy adjustment suggestion of our country’sconstruction of affordable housing to promote the healthy, stable and harmoniousdevelopment of affordable housing.Including the introduction, the paper has five parts.In the introduction section, the background of the topic selection and the meaning of thepaper are described at first, the author briefly explains the current situation of the constructionof affordable housing, and points out how important that the construction of affordablehousing means to our social and economic development and people’s production and life. Andnext, a classified introduction of affordable housing research situation are described, then theideas and research methods. At last, according to the research content of this paper, the authorput forward the innovation.The second chapter is about the related concepts and basic theoretical basis of affordablehousing. In this chapter the author mainly elaborates the definition and connotation ofaffordable housing construction and explains related theories applied to the research of paper.The third chapter is about the history and present situation of affordable housingconstruction. Through the brief introduction of the development course of construction ofaffordable housing in our country, the author sums up the problems of the law in constructionof affordable housing, and listes the main problems appeared in the construction.The fourth chapter is about the effect factors of affordable housing construction. Thischapter analyzes12influence factors of the construction of affordable housing from threedimensions of policy, market and consumer crowd. In the analysis of this chapter, the authorcollected in some affordable housing data of cities in China, through analysis and induction ofthese data, the author derived the impact of each factor in each dimension on the construction of affordable housing.The fifth chapter is policy recommendations to promote the construction of controlaffordable housing. The chapter proposed a detailed description on the construction ofaffordable housing policy control objectives, regulation and control principles and the specificregulation. Recommendations on policy control lists are built on the basis of the analysis inChapter influencing factors. The impact of various factors, land, taxation, financial,household and other aspects of policy control measures, appropriate refinement of the policyregulation, so that the suggestions in the fifth chapter closer to the practice of affordablehousing.The last part is the conclusion. Through the induction and summary of the research, itsummarizes that only combine the strength of government and all sectors of society, considermany factors, take multi-level regular and control, can the affordable housing construction inChina accelerate the establishment of perfect, harmonious affordable housing system. At last,the author points out the improvement of this research.
