The Deviation And Countermeasure Analyst Of China's Public Policy Implementation

Public policy plays an important part in the policy process as it is the direct way to realize the target and solve the problems.Actually the deviation happens from time to time in the realistic life which affects the effectiveness of Public Policy. How to control to minimize the deviation of public policy implementation becomes an important subject in this area, and that is the significance of this dissertation.Based on the present condition of China, this dissertation makes researches on the deviation of public policy implementation in China. By introducing the public choice theory and principal-agent theory together with three analytical models of public policy implementation, the deviation problem is brought into the theory framework. The dissertation expounds the performance and damage of the deviation of public policy implementation with lots of data and instances, analyses the causes and put forward the suggestions on countermeasures of prevention and remedy which will provide the theoretical instructions on effective public policy implementation practices.The Dissertation consists of five parts:Chapter one expounds the purpose and significance of the study on public policy implementation, and introduces the research methods as well as the current research condition.Chapter Two defines the related concept of public policy implementation, and introduces the main theory and models applied in this dissertation as the analytical base to guide the following study.Chapter Three elaborates the causes and the negative effect of the implementation deviation with instances to demonstrate the importance and urgency of the study this subject.Chapter Four analyses the main reasons for the deviation of public policy implementation, including the implementation subject, implementation mechanism, system of government administration as well as the traditional culture of China.Chapter Five tries to put up with the suggestion on how to control and minimize the deviation of public policy implementation in order to improve the current situation. This dissertation requires that four main countermeasures should be put into action. They are improving the implementation mechanism, constructing reasonable government administrative system, establishing effective benefits balance mechanism, and cultivating the positive administrative culture.
