Rational Analysis Of The Reform Of Traffic And Patrol Police Management System

Traffic and patrol police management system has been practiced for many years in Britain,the United States and other Western countries.However,in our country,traffic police and patrol officers have long been engaged in law enforcement as two independent police.The traffic police is mainly responsible for order management of road traffic,accident prevention and treatment of road traffic,and related road traffic safety management.The mainly duties of the patrol officer are to patrol roads and other public places,to manage social security,to manage road traffic order and to deal with 110 policing alert in advance.Traffic police and patrol police,as two important forces of public security organs,play an important role in cracking down on crimes,maintaining public order and serving the people.However,in their work,their functions overlap and their respective law enforcement powers are single,which seriously limits the overall combat effectiveness of public security organs and weakens the law enforcement strength and authority of public security organs.Therefore,since the end of the last century,public security organs around China have tried to reform traffic police and patrol police,and established a management system of traffic and patrol police,which is responsible for three administrative functions: traffic management,public security management and criminal law enforcement.However,there are some disputes and doubts about the management system of traffic and patrol police integration,both within the public security organs and in public opinion.Does it have the basis of legitimacy to merge the three administrative functions of traffic management,public security management and criminal law enforcement into traffic and patrol policemen? In practice,can Traffic Patrol Police shoulder the above important responsibilities? What is the significance of the establishment and practice of traffic and patrol police management system for China to explore police reform and improve police management system?Traffic and patrol police management system reform has experienced many repetitions and twists in China,seriously affecting the development of police work of public security organs,arousing public doubts about the work of public security reform,and indirectly affecting and reducing the credibility of the government.Through the rational analysis of the reform practice of China's traffic and patrol police management system,this paper deeply studies the advanced experience of the police in the United Kingdom and the United States in traffic management and public security management,and provides a reference for China to further improve and develop the management system of the traffic and patrol police.By comparing and analyzing the advantages and disadvantages of the traffic and patrol police management system,combined with the actual situation of China's public security work,this paper puts forward the improvement direction of traffic safety management and public security management in the current period.It is proposed that the reform of the management system of the traffic patrol should strictly follow the principle of “legal authority,problem-oriented,and adapting to local conditions” on the basis of satisfying the requirements of legality and the ability of police officers to adapt to the top design,improve the overall quality of police officers and strengthen system construction is the main way to further improve the reform of China's traffic and patrol management system.
