Research On The Reform Of Police Patrol Service In The Background Of Anti-terrorism

Patrol service is the earliest service of the police,and it has become the most important way of service in various countries.The police patrol service in China has developed rapidly since the establishment of the urban police patrol system at the 18 th public security work conference in China.The patrol service has experienced several different stages of development,constantly improving,and continuously scientific,standardized and specialized.But,under the background of increasingly serious antiterrorism,patrols has exposed many problems in our country,such as lagging in law on patrol,patrol the inadequate under existing patrol system,the whole space-time patrols are difficult to deal with patrol counter-terrorism situation,the existing equipment and personnel quality is difficult to deal with terrorist attack,patrol performance appraisal to patrol contribute to good effect,the existing intelligence work does not reach the designated position,etc.,detailed in-depth analysis of these disadvantages,is the foundation of the next step research patrols reform.Of course,besides analyzing the shortage of patrol service,it is of great value to learn from the overseas advanced patrol experience.This paper aims to study the reform trend of police patrol service in the background of anti-terrorism,with a view to finding good reform countermeasures.In today's increasingly serious anti-terrorism background,there are many places in the police patrol service that cannot cope with terrorist attacks and terrorists.In this paper,on the basis of fully analyzing the characteristics of the counterterrorism work,based on these characteristics,puts forward some countermeasures for the reform of police patrols,and fully successful practices at home and abroad for reference,especially for the reference of foreign advanced system,the "foreign serve China".Police patrols in counter-terrorism,in fact,under the background of the reform,is to patrol police patrols in the pattern,the patrol equipment and quality upgrading,to the extent to which can compete with the terrorists,making it a more efficient way of dealing with terrorist attacks.On the basis of the previous parts,the reform measures proposed in this paper include: Reasonable planning of patrol service and attention to information and intelligence work;Improve the configuration of patrol service equipment and establish a new system of patrol police training;Iv.Based on "public choice theory",promote the diversification of patrol forces;Build a three-dimensional anti-terrorist patrol and control system;Sixth,improve the patrol rapid reaction mechanism.
