At present,China's targeted poverty alleviation has made remarkable achievements.The Rural Revitalization Strategy links up the targeted poverty alleviation strategy,further consolidates the poverty alleviation achievements,comprehensively improves the level of rural development,and promotes the transformation of rural governance.Behind these two policy measures,there are not only the implementation of state power from top to bottom,but also the transmission and distribution of resources at all levels.In order to effectively implement the goal of national governance at the grassroots level and widely mobilize the multiple forces of rural society to participate in governance,the first secretary in the village came into being.However,due to the operation of the state and society has their own follow,the intervention of the state will inevitably have a series of impact on the rural society.Therefore,the first secretary in the village not only shoulders the will of the country,but also faces the continuous confrontation and integration between the country and society.So,how does the first secretary in the village accomplish the mission entrusted by the state? In the face of state intervention,what kind of response will rural society have? What kind of governance path can make governance more effective?This paper puts forward the concept of "embedded governance" from the relationship between the state and society,and classifies and explains the path of embedded governance of the first secretary in the village based on Giddens' conceptual discussion on resources.First of all,it explains the current situation of the rural society from the three levels of the country,the village organization and the villagers,which is the reason why the first secretary in the village embeds governance.Then,according to the type of resources in Giddens structure duality theory and the interaction between the first secretary and the village branch,four ideal types of embedded governance path are proposed,namely,dominant type,collaborative type,isolated type and suspended type.Through typical cases,the interaction process and influence of the first secretary and the village branch withdifferent types of resources are analyzed.Secondly,it further explains that the essence of resource embeddedness is the interaction of system,concept and power.Finally,the conclusions of this paper are as follows:(1)embedded governance is a dynamic development process,and its specific path is related to the number and type of resources owned by governance subjects.(2)When the resources mobilized by the governance subjects from the outside of the village do not match the needs of the internal governance subjects,it is difficult to obtain the recognition of the rural society,and the effectiveness of embedded governance will be reduced.(3)The difference of embedded governance path reflects the tension between the state and society,which is reflected in the interaction process of system,concept and power depending on resources in the village field.Therefore,the significance of embeddedness governance lies in the interaction and dynamic balance between Embeddedness and anti-embeddedness between the state and society,and the integration and utilization of effective resources can significantly improve the governance effectiveness and promote the transformation of rural governance.
