Research On The Cooperative Problem Of Precise Poverty Alleviation In Border Areas Of Guang Xi

In November 2015,the CPC Central Committee and the State Council issued the decision on winning the War of getting rid of Poverty,and put forward the concept of accurate poverty eradication for the first time,indicating that China has entered a key stage in fighting poverty.In the past five years since the implementation of precision poverty alleviation,the scale of rural poor population in China has been shrinking,and the incidence of poverty has continued to decline.The poverty rate dropped from 10.2% at the end of 2012 to 3.1% at the end of 2017,and the effect of accurately lifting it out of poverty has been remarkable,which has promoted the pace of building a well-off society in an all-round way in China.However,in the battle of getting rid of poverty accurately along the border area of Guangxi,Guangxi along the border area,as one of the 14 concentrated and particularly difficult areas in China,how to get rid of poverty synchronously with the whole country in the border area along the border of Guangxi at present.It is of great significance to the construction of a well-off society in an all-round way and the realization of common prosperity.From the point of view of the work process of lifting out of poverty,most of the poor people are in the final stage of lifting out of poverty.Most of the poor people are distributed in concentrated special hardship areas,facing the difficulty of lifting out of poverty,the factors leading to poverty are intertwined and superimposed,and the risk of returning to poverty is high.Practical problems such as unbalanced regional development have seriously hindered the process of lifting out of poverty.In view of this,this paper takes Guangxi along the border area to get rid of poverty.The practice of tackling key problems is the object of study,taking the cooperation in the work of lifting poverty out of poverty as the research problem,and taking the theory of overall governance and the theory of network governance as the theoretical basis.To examine the present situation and achievements of the cooperation among the government,society,enterprises and the people in the fight against poverty in the border areas of Guangxi,This paper finds and analyzes the fragmentation of the level of anti-poverty cooperation within the government,the fragmentation of the cooperative forces of the government and the community,and the low benefit of the cooperation between the government and the enterprise in the cooperation to get rid of poverty in the border areas of Guangxi.This paper puts forward some practical problems and causes,such as the weak social foundation of the government and the people to get rid of poverty,and puts forward that the government should effectively integrate the cooperative power of the main body of poverty alleviation and broaden the government and society.The depth and breadth of poverty cooperation,strengthening the ability of government and enterprises to extricate themselvesfrom poverty,and optimizing the social basis of government and people out of poverty cooperation,in order to better improve the participation of multiple poverty alleviation subjects under the leadership of the government.Improve the degree of coordination between participants to achieve overall poverty eradication.
