Research On Government Behavior During Industrialization Poverty Alleviation In Guangxi Rural Areas

Poverty is a worldwide problem that restricts social development and progress.Poverty alleviation in rural area,as a special part of government public service system,directly relates to national stability and harmonious development in our country.In new times,China steps into the "new normal" development phase.Rapid economic growth gradually becomes a balanced developing state and social development has made great progress.The planning of urban and rural development works better with advancement of the new type of urbanization,which makes the urban-rural gap narrower.However,poverty alleviation meets great challenges as the underdevelopment rural areas in our country are vast in territory with multi-ethnic populated and little awareness of poverty alleviation.Since reform and opening to the outside world,our country carried out highly effective work for development-oriented assistance to the poverty-stricken areas where industrialization development,the main measure to poverty alleviation,has attracted much attention.This mode of operation poverty industry becomes much more important during the governmental work in county and countryside.The government,who leads the industrialization poverty alleviation,influences the process of its development.Therefor,it's of great theoretical and practical significance to improve the government's actions at the role of poverty alleviation.This paper tries to research on a county in old revolutionary areas of Guangxi,explains the internal mechanism of the government's behaviors as well as its main achievement,analyzes the problems and reasons of government's actions in poverty alleviation,and puts forward countermeasures accordingly.The main contents of this thesis includes the following three aspects:1.A field survey was carried out in the rocky rural areas.The author interviewed those who were in charge of poverty alleviation to know the current situation and find out the problems that the government is short of talents and the people in poverty lacks of education and training.Moreover,institutional deficiencies are in industrialization poverty alleviation,financing channel is singleness and information exchange platform hasn't been established.2.The problems of government's actions in poverty alleviation.It caused by the lag of local governing philosophy,imperfect government organizational structure,insecurity of talents cultivation,complicated social and historical environments,and bad conditions of natural production.3.Suggestion on improving the government's actions at the role of poverty alleviation.First,the government should pay more attention to service for the public in poverty alleviation with clear direction.Second,reform the governmental administrative system and perfect the policy system.Third,build the government coordination mechanism with a view in long-term planning.Fourth,set up plans on talent cultivation and provide adequate,stability,security personnel and intellectual support.Fifth,meet the needs of the targeted poor and strengthen their skills training.This research is of both theoretical and practical significance.On one hand,it gives an in-depth analysis to the situations of poverty alleviation in the poverty-stricken rural areas,which provides theoretical and practical guidance and enriches the contents in the poverty alleviation research field.On the other hand,it's beneficial to set the benchmark and push forward the process of industrialization poverty alleviation and enhance the government's public service capacity and its reputation,which will help reduce poverty and promote sustaining development of rural areas.
