| Under the background of strengthening and innovating social governance in our country,community governance is the concrete implementation of social governance at the grassroots level.It is undoubtedly the need for community,social organization,social work and other forces inside and outside the community to participate.On the other hand,the situation in each community is different,and the needs of the community are diverse,especially in populated communities with large populations and diverse needs.The "Opinions on Strengthening and Improving Urban and Rural Community Governance" issued by the Central Committee of the Communist Party of China and the State Council mentioned that the expanded floating population will participate in the community governance channels of the residential areas in an orderly manner,enrich the living environment of the floating population,and promote the integration of the floating population community.This shows that the community governance task of the floating population settlement has risen to the national level,and it also demands that social work and the community,social organizations and other social forces work closely together to promote the participation of migrants in community governance.The "China Mobile Population Development Report 2018" pointed out that China's floating population began to enter an adjustment period after experiencing long-term rapid growth.This means that the age structure,cultural level and service demand of China's floating population will continue to change.Therefore,for the community governance of the floating population settlement,the floating population group as a community resident is also an indispensable part.On the one hand,they are not only the recipients of community services,but also because of the advantages and potential of the floating population,such as the new generation of migrants with certain knowledge and skills,they can also be potential providers of community services.On the other hand,when we see the needs of the floating population,we should also take into account their advantages,focus on their subjectivity,and apply these advantages to community services through social work methods,thereby further promoting the settlement of migrant populations.Level of community governance.In order to explore how community work methods can promote the participation ofmigrants in community governance,this paper draws on the research methods related to social work,floating population and community governance,and uses the research methods combining literature research and field research to focus on Longhua District of Shenzhen.L community,first of all,summarizes the basic situation of the L community,including the geographical location of the community,historical sources,population data,public infrastructure,business conditions and existing community organizations,detailing the operation of the social work agency The basic situation of the community party service center includes its organizational nature,development history,staffing and division of labor,main responsibilities and service content,and system construction.Then,the article takes the “Jushan Home” project carried out by the L community as an example to analyze how the community work method promotes the participation of the floating population in community governance,including the presentation of the project background,the analysis of project support resources and the intervention process of the community work methods.Finally,the article has limited groups and content from the participation of migrants in community activities,the channels for migrants to participate in community governance are relatively simple,local people and foreigners are treated differently in community services,community environment and hardware facilities need to be improved and improved,social workers and The problems of unclear responsibilities and the related policies of the floating population have a certain lag in the cooperation of relevant units.These aspects analyze the problems existing in the community working methods in promoting the participation of migrants in community governance.Therefore,in order to reduce the adverse effects of these factors,the article puts forward five suggestions on how community working methods promote the participation of migrants in community governance,namely: tapping and expanding the“stable power” of the floating population itself,rational use of community facilities and resources,The service purchaser and the provider together clearly define the social worker's responsibilities,enhance the social worker's professional service awareness and ability and policy advocacy to protect the welfare and rights of the floating population,thus providing a constructive and meaningful way to promote the participation of the floating population in community governance. |
