Research On Public Opinion Response Mechanism Of Major Administrative Decision-making In China

In the Progress of Chinese Modernization of the national governance capacity and the governance system,the government urgently needs to promote administrative ability to deal with new task,new challenge emerging in endlessly.Based on major administrative decision-making,government need do a good job in the public opinion response in major administrative decision-making,and make it of positive value.The fourth plenum of the Party's 18th Control Committee has established five legal procedures on major administrative decision-making.Based on this,this paper tries to coverage major administrative decision-making initiated into response to public opinion dimension to study,accordingly to construct appearance of the public opinion response mechanism in major administrative decision-making in our country.This paper is analyzed through legal texts.According to the operation of major administrative decision-making practice,it points out the defects of the public opinion response mechanism in major administrative decision-making in our country at present,and proposes the perfection of the defects.In this paper,the main content is divided into seven parts:The first chapter is introduction.This section describes the occurrence of the mass incidents mostly related to the major administrative decision-making,and the defects of public opinion response mechanism are one of the important reasons.The purpose of this study is to improve the public opinion response mechanism in major administrative decision-making.Moreover,this paper will comb with the researches domestic and overseas,illuminate its significance,and introduce the main contents of the paper.The second chapter is the basic theory of major administrative decision-making and public opinion response mechanism.This part defines several fundamental concepts and illustrates relevant theoretical basis about major important administrative decision-making.Besides,it reveals the value or meaning of response to public opinion.Finally,this part is finished by analyzing the public opinion response in major administrative decision-making typologically.Chapter three examines the public opinion response mechanism in major administrative decision-making by comparative law.This part,based on text perspective,combs and introduces the public opinion response system in major administrative decision-making of the typical countries overseas,including Britain,the United States,and Japan.The fourth chapter is the legislative analysis of the public opinion response mechanism in China's major administrative decision-making.This part divides the history of the public opinion response mechanism of China into three stages,which are scattered,relatively concentrated,and in-depth development.And according to the current legislation,this chapter illuminates and analyzes the related system in public opinion soliciting,public opinion consideration,and public opinion feedback.On that basis,it reveals the defects of the present public opinion response mechanism.The fifth chapter is the empirical analysis of the public opinion response system(mechanism).This section will combine Old city reconstruction case of X area in A City with the social survey data statistics for analysis.So it presents the real operational picture of public opinion response mechanism in China's major administrative decision-making.In addition,this section will examine how the system,designed by the law(text),conducts to practice as a technology in the grand social background and micro power/right game.And it will also examine the operation effect.The sixth chapter is the reflective integration of the public opinion response mechanism of major administrative decision-making.This part mainly discusses the necessity of transformation,the objective requirement of dynamic model,and how to reconstruct it from the concept,system and supporting level.The last chapter is the conclusion.This part mainly summarizes the research content of this paper.
