A Research On Social Support System And Its Optimization For The Disabled

Care of the disabled is an important symbol of the progress of social civilization.Since the 18 th National Congress of the Communist Party of China,the report of the 19 th National Congress of the Communist Party of China pointed out that "Developing the cause of the disabled and strengthening the rehabilitation services for the disabled" which directs the way of the cause of the disabled.In May 2018 on the National Day for Helping the Disabled it was announced that there are about 85 million disabled people in China,involving 260 million family members,and the number of disabled people is still growing.According to the second national sample survey of disabled people and the proportion of disabled people in China to the total population of the country,it is estimated that the total number of disabled people in China will exceed 100 million by the end of 2019.Disabled people are social groups with outstanding characteristics,and considerable numbers in need of help most.The problem of disabled people groups has increasingly become a livelihood issue of high concern to the government optimization of social support systems for disabled people is the most important method to solve the problem of disabled people.The classification criteria for domestic research on social support systems for disabled people are diversified.The social system for disabled people mentioned in this paper refers to the social support system consisting of four supporting entities: government,social organizations,communities,relatives and friends.Based on the introduction of the research's background and significance of the article and the author's sorting out the literature review,and by the theoretical support of social support theory,social equity theory,and social integration theory,as the theoretical support to analyze the four main bodies of the government,social organizations,communities,relatives and friends.On the basis of the status quo of group social support,combined with the analysis of the texts,laws and regulations of the current social support policies for disabled people in China,the author also analyzes the current situation of the social support system composed of the social support subjects of the disabled,government,social organizations,communities,relatives and friends problem.The study finds that the problem of disabled people's groups is increasingly highly valued by the party,the government,and various social organizations.The central and local governments have introduced a series of support policies and measures for the disabled groups,and the group of helping the disabled containing social organizations,communities,friends and family is expanding and makes effects.However,there still exist some problems in the social support system for the disabled groups,which are manifested as: the legal policies supporting the disabled are imperfect,the support policy standards are low and the regional gap of protection is large;the government attaches great importance to economic support while little to psychological support;the working mechanism is imperfect;the participation of the community and social organizations by the social support of the disabled groups is low and the enthusiasm is poor;the relatives and friends have heavy material support and little spiritual support for the disabled groups.Based on those problems,we should focus on improving and optimizing the social support system for the four-in-one disabled people group formed by the government,social organizations,communities,relatives and friends,improving the relevant policies and legal systems supported by the government for the disabled groups,and improving social organizations for providing intellectual support and decision reference in the purpose of ensuring the basic life of the disabled,comprehensively improving the quality of life of the disabled,continuously satisfying the aspirations of the disabled for a better life,and promoting the development of the social civilization of the disabled.
