Research On Improvement Of Local Government Capability For Decision-making Based On Big Data

In the era of big data,big data has become a new tool to improve the government capability for decision-making by value advantage such as “data-based governance”.Era development also calls for the government to use big data to promote the modernization of government capability for decision-making.However,the development of new things always have two sides.The government is facing new problems and new bottlenecks while using big data to improve decision-making ability.Therefore,it is necessary to conduct research on the “adaptability” of government capability for decision-making and the problems faced in the process of capacity improvement in the context of big data.Thus,on the basis of learning government capability for decision-making and the elements of government big data capability,combined with the needs of the times and the value of big data assisting government decision-making,the elements which constitute the government big data capability in the context of big data have been studied.What's more,an interview outline on research issues have been designed by combining with the theoretical review and suggested logical proposition based on the logical deduction,then,based on interview results and the reading of related literatures,the problems and causes of the current local government use big data to improve the government capability for decision-making have been analyzed in depth,and relevant operational countermeasures have been proposed.The major suggestions of the study are as follow: firstly,the government capability for decision-making in the context of big data should be constituted by “the value-oriented ability of decision makers' data decision-making,the application innovation ability of big data technology decision-making,the integration and reuse ability of decision-making data resources,and the system construction and operation ability of data decision-making.the coordination and data regulation ability of the decision-making environment.Secondly,nowadays,the problems faced by local governments in using big data to improve government capability for decision-making include: insufficient value-oriented ability of decision-makers' data decision-making,insufficient government big data application capability and infrastructure construction,insufficient government's integration and reuse of decision-making data and resources,insufficient ability of system construction and data regulation in big data decision-making systems.Thirdly,The root cause of the problem lies in the fact that big data itself has the duality in government decision-making and the restriction of China's fragmentation management system;the specific reasons are attributed to these that decision makers have cognitive biases in big data decision-making,big data expertise lagging behind the construction of talents,insufficient government data sharing and imperfect data security system.The study suggests the following eight countermeasures,including “government departments should correctly understand big data and cultivate big data thinking,strengthen the promotion and implementation of big data thinking,increase policy and financial support for big data technology talents and infrastructure,and coordinate the government,industry and education to promote talents cultivation and technological innovation,negative list and platform organizations jointly promote data open sharing,combine the authority attribution and unified standards to promote data integration,build a new era of big data security use ethical consensus view,strengthen privacy protection and data security laws and regulations.The countermeasures and suggestions are intended to provide a reference for government departments to give full play to the value advantages of big data in the decision-making process and to use big data to improve government capability for decision-making.
