At present,our country is in the process of social change driven by the information technology revolution.The data-driven way may impact the traditional government decision-making mode,and then promote the change of government decision-making mode.And under the influence of big data,the traditional government decision-making mode may not be able to adapt to the development of today's society.The innovation of government decision-making mode is the new requirement of the development of the times.In this context,strengthening the research on the optimization path of government decision-making mode under the condition of big data is not only the need to follow the development pace of the times,but also the proper meaning to promote the scientific and democratic government decision-making.Through literature research,it is found that the mode of government decision-making in China has experienced the evolution from the "statesman led" mode to the "bureaucrat led expert demonstration" mode,and then to the "public participation expert consultation government decision-making" mode.At present,China's government decision-making still follows the "public participation expert consultation government decision-making" mode.Under this mode,government decision-making is a consensus understanding of relevant facts,a series of social interaction processes for the government,experts,the public and other multiple actors to reach a consensus understanding of government decision-making,mainly by the government decision-making body,decision-making machine It is a complex decision system composed of the elements of structure,decision-making system and decision-making procedure.With the need of the government to consolidate the foundation of legitimacy,the rapid development of information technology,and the gradual expansion of citizen participation,the demand for government decision-making mode is also higher and higher.At present,the decision-making mode of our government is generally faced with the following problems: small amount and limited scope of decision-making data collection;difficulty in giving full play to the scale advantage of data;lack of data derivative value;low level of data output visualization.As a new technology,new method and new application,big data is playing its unique data value in data scale,data mining and data prediction.Compared with thetraditional government decision-making,the government decision-making under the background of big data has the characteristics of comprehensive analysis,openness and transparency,immediate response,accuracy and completeness,and is constantly changing all aspects of the government decision-making mode The development of big data technology will bring some changes to the decision-making body structure,data decision-making structure and decision-making process structure of government decision-making.At the same time,big data brings some convenience to government decision-making,but it also inevitably faces some difficulties,such as weak awareness of big data decision-making of government decision-makers,increasing data fragmentation by the management system of block and block,and limited big data technical talents with policy knowledge background.Therefore,the author thinks that we can think about this from three aspects: setting up the awareness of big data decision-making,doing a good top-level design;promoting the construction of government management system,improving the big data decision-making system;accelerating the construction of information infrastructure,and establishing the decision-making mode with data as the core.
