The Problems And Solutions Of The Coexistence Of Various Construction Subjects In The Transformation Of Shanty Towns

As an important means to improve the living conditions of residents,the transformation of shanty towns is a popular project launched by the government to transform the old houses in cities and towns and improve the housing conditions of poor families.With the continuous progress of the transformation of shantytowns,more than 100 million residents in shantytowns have moved into new houses,and their living conditions have been improved qualitatively.In the transformation of shantytowns,the coexistence of various construction subjects is particularly prominent,which brings severe challenges to the government supervision of shantytowns transformation.Through the field investigation of shantytown transformation in W District of M City,it is found that there are many kinds of construction subjects in shantytown transformation,such as village committee,town or street office,real estate development enterprise,Park Management Committee,etc.By means of case interview and participatory observation,this paper summarizes the transformation modes of various construction subjects in the transformation of shanty towns in W District of M city;This paper deeply discusses the difficulties and reasons brought by the coexistence of various construction subjects in the transformation of shanty towns to the government management,and explores and puts forward the corresponding countermeasures and suggestions.There are three stages in the process of development and evolution of the coexistence of various construction subjects in the transformation of shanty towns.In the first stage,the government is the main body of the shantytowns reconstruction project in the initial stage;In the second stage,with the gradual expansion of the scale of shantytowns transformation,the government and real estate development enterprises as the main body of shantytowns transformation project to promote shantytowns transformation project.In the third stage,with the continuous expansion of the scale of shantytowns transformation,village committees,town or sub district offices,real estate development enterprises,and park management committees act as the construction subjects of different shantytowns transformation projects to promote shantytowns transformation projects.The coexistence of a variety of construction subjects has brought difficulties to the management of government shantytown reconstruction projects,such as the difficulty in implementing unified management standards,the difficulty in implementing unified procedures,the difficulty in achieving unified payment of funds,the difficulty in reducing management costs,and the high risk of quality and safety.The main causes of the dilemma of government supervision lie in the diversified interest demands of the construction subject,the lack of a unified leadership,the lack of a scientific and effective transformation mechanism,the weak construction of the management team of government departments,and the complex application process of guarantee funds.Therefore,from the theoretical perspective of collaborative governance,combined with the specific work practice,the paper explores and puts forward to adhere to the people as the center and strengthen the people’s livelihood demands;Set up leading organization and clear division of responsibilities;Innovating working mechanism and optimizing management process;Strengthen the construction of management team;Optimization of supervision and inspection methods;In order to strengthen the government’s supervision and management of shantytowns transformation project and effectively protect the interests of residents in shantytowns,we should simplify the fund application process and strengthen the fund guarantee.
