Research On The Transformation Of Shanty Towns In Benxi Based On Government Management

Benxi is an important part of the old industrial base in Northeast China.In the early days of the founding of the People’s Republic of China,Benxi has made great contributions to the construction of an independent and complete industrial system in China.In recent years,with the economic restructuring,Benxi City has fallen into a low economic development valley,many problems need to be solved,shantytowns are one of the most serious problems.Solving the problem of shantytowns is of great significance to the economic transformation and development of Benxi and the construction of a harmonious society.In this paper,the causes of shanty towns in Benxi,the geographical location of shanty towns,and the current situation and characteristics of shanty towns are mainly discussed.The theory and practical significance of shanty towns transformation are expounded,and the theoretical basis,policy basis,transformation characteristics and transformation mode are analyzed and studied.From the perspective of government management,aiming at the problems in the transformation of shanty towns in Benxi City,we put forward some pertinent suggestions and countermeasures.Firstly,it is proposed to formulate an adaptive compensation policy for resettlement,at the same time,adjust it flexibly and dynamically according to the actual situation,and create a win-win atmosphere by increasing the support to the people in need;secondly,it is necessary to absorb financial capital and non-governmental capital to solve the problem of insufficient sources of funds for shanty towns transformation through flexible application of the policy;Thirdly,we should adopt a variety of resettlement methods,which are mainly monetized resettlement and supplemented by housing physical resettlement,and adopt flexible housing property rights system to solve the problem of expropriation and compensation;fourthly,we should further improve the employment and social security system to solve the problem of rising living costs of residents after the transformation;fifthly,the regulatory role of the government should be strengthened in the transformation of shanty towns.Finally,it is concluded that the renovation of shanty towns in Benxi City has been carried out since 2005 and so far,it has transformed 150,600 sets of houses in shanty towns,benefiting more than 400,000 residents,basically eliminating the concentrated shacks and zoning areas,and significantly improving the the living conditions of shantytown residents,which has promoted social harmony and stability,enhanced the image of the city,reflected the government’s fairness and justice,and enhanced the party’s prestige among the people,although there are still incomplete demolition,insufficient funds,lack of flexibility in resettlement,and rising living costs of residents and so on,but the overall results are very significant.
