Massive Open Online Courses(MOOC),the direct translation of the meaning is "large-scale,open online course".In 2008,MOOC was born in Canada and quickly swept the world with its unique advantages,becoming a new mode of internet education.In 2012,MOOC began to appear in China,and showed the development trend of the blowout.China has built dozens of MOOC education platforms and the number of online learners has exceeded more than ten millions in just six years.Comparing with the traditional cyber-education,MOOC emphasizes more on interaction,which not only embodies the teaching process in the way of video teaching,but also realizes the way of interaction and guidance process between teachers and students,in a complete and systematic way.To a certain extent,the rapid development of MOOC has alleviated the social contradictions in higher education in China,such as the quality of courses,the fairness of learning,the universality of teaching,and the creativity of students.As well as other aspects of higher education in our country,it is also a brand-new mode of Internet education.There is no doubt that MOOC brings about a new round of higher education innovation in China and even in the world,and the popularity of it will directly or indirectly change a country’s educational concept,educational product provision,educational academic concept and audience learning mode.Meanwhile,the social responsibility of our government is also increasing with the rapid development of MOOC.At the same time,it also puts forward new requirements for the exercise and transformation of the educational administrative functions of our government.As a new thing,MOOC is still in the initial stage of exploration in China,coupled with the fact that MOOC is foreign "exotic",there will be certain defects in the process of "Chinization".In addition,the Chinese government is still not perfect in the aspects of cognition,system management,resource allocation,financial support,laws and regulations and supervision of emerging educational products.The reality shows that if MOOC wants to develop healthily and steadily in the reform of higher education in China,the priority is to be guided,coordinated,supervised and served by the government.Moreover,the MOOC should have a full understanding of itself and foster strengths and avoid weakness,so as to effectively resolve the dilemma of its development.Adopting the methods of literature research and questionnaire survey,the paper takes new public management theory as the entry point,and streamlines the status quo of MOOC in China.Based on PEST analysis method,problems in the construction of MOOC are analyzed from four dimensions of political law,economy,social culture and technology.Orienting the government’s role and position in the MOOC’s construction,with reference to the management mode of governments of developed countries for MOOC development,the paper puts forward countermeasures against problems of MOOC under the government management,taking into account the national situation of China,so as to contribute ideas to the construction of MOOC in China and explore for the government authorities to better implement their management functions for MOOC.
