| The public-private partnership(PPP)is a mode between the government and the private sector to provide public services and products,further to enhance the quality and efficiency of public services.It is widely adopted in foreign public service sectors,and there have been many successful cases,while PPP in China is at the initial stage,which not only needs exploring,but also needs us to innovate a development mode suitable for China's national conditions.During the past four decades of reform and opening up,China has made remarkable achievements in various fields,including economy,politics,culture,society and ecology.The Chinese nation has achieved a historic transformation from standing up and becoming rich to becoming strong.By 2020,China will have completed the building of a moderately prosperous society in all respects.Meanwhile,people are having more diversified need for a better life.It is one of important duties of the government to offer public services,but the government can not meet some special needs of them,which requires innovation in the delivery of public services and the PPP mode fill the gap.In PPP mode,the government uses fiscal funds to purchase public services from the society to meet the public demand and release more people's livelihood dividends.At the same time,it eases the burden on the government.As a result,the utilization efficiency of fiscal funds and social funds will be improved.The vitality of market innovation will be stimulated.The social management mode will be innovated,and the level of government management will be enhanced.In this paper,from the source of the PPP model development,characteristics,classification,development stage,based on the study of specific project case,find out the PPP mode existing in the development of project planning is not scientific,the participation of social capital is not high,the financing difficulties,talent shortage,bloated,management of complicated issues,and analyzes the causes of the problems existed in order to clarify the government should play in the field of economic and social public interests on behalf of,the top design,the function of legal protection,supervision and management,and cooperation to promote,straightening out relations,perfecting the policy,further deepen the reform,cultivating talents,so as to promote the development of the PPP mode.The change of major social contradictions in China is historic in the overall situation,which puts forward many new requirements for the work of the party and the state.It is both the responsibility and obligation of the government to turn the “weakness board” of public service into the “potential board”.Currently,China's economy is in a period of shifting speeding of growth,painful structural adjustment and the early policy digestion where it is insufficient to rely on the government alone to stimulate the economy.Therefore,we need the help of social capital.What was repeatedly stressed in the report of the 19 th CPC national congress is the importance of providing public services and supporting the development of private enterprises.Since PPP mode is a new management mode,how to make better use of its advantages in social and economic field has become the key to local governance.Therefore,the paper supposes that in the critical period of adjusting the economic structure and changing the mode of economic growth,local governments should play a right role and innovate the application of PPP,so as to make up for the weakness of public services.Then,people can share the reform dividend,and add new vitality to economic development. |
