Our government’s role in the pension services directly related to the size of the sustainability of health care service development. Then it introduces the using methods in our study.The second part illuminates the theory and meaning of transformation of government functions of pension services. This text through a lot of reading and pension services transformation of government functions relevant literature, learned the theoretical basis to determine the supply of public goods theory, the new public service theory and welfare theory diversified theoretical basis of this paper.The third part describes the current difficulty of transformation of government functions of pension services and analyses the cause. It points out that there are many difficulties in transformation of government functions of pension services. Such as Underfunded pension service, contradiction between supply and requirement, Regional development is not balanced, Responsibility divided not clear, unified system has not yet been established. The reasons are government’s lack of pension service system planning, government’s own understanding unclear endowment service function, government’s pension service operation lack of market consciousness, the role of "the third sector" has not yet fully, standardizing the government pension service function mechanism is not sound, lacking of security pension services of other participants.The forth part according to the available theoretical and the actual situation, combined with the knowledge during graduate student, for further transform government functions in the pension services in the development of countermeasures. We must sound the pension service supervision system, establish a standardized endowment service laws and regulations, increase the intensity of pension service products supply area to adjust, actively raise integrate social financial resources, give full play to the role of the "third sector", accelerate the construction of a service-oriented government.
