The Research On The Improvement Of Public Service Infrastructure's Operational Maintaining Mechanism In Rural Areas

For a long time,the "three rural issues" have always been the main problem affecting China's reform,opening up and modernization process.The report of the 19 th National Congress of the Communist Party of China pointed out that the strategy of revitalizing the countryside should be listed as one of the seven strategies that must be firmly implemented in building a well-off society in an all-around way.Guided by Xi Jinping's new era of socialism with Chinese characteristics,fundamentally change the peasant's mode of production and lifestyle,improve the rural living environment,build a well-off society for the new era,accelerate the construction of a new socialist countryside,and promote agriculture and rural areas.Sustainable development is of great significance.Rural infrastructure is the fundamental guarantee for agricultural production and peasant life and is the basis for promoting rural development.Improving the operation and maintenance level of rural infrastructure and improving the operation and maintenance mechanism of rural infrastructure are essential for providing high-quality rural public services.In view of this,the purpose of this paper is to conduct a field survey in rural areas of S,J and Y in H province,to conduct a questionnaire survey and discussion to understand the specific situation of local rural infrastructure operation and maintenance and summarize the 3 cities and counties in H province.The main achievements and problems in the construction of rural public service infrastructure operation and maintenance mechanism,and in-depth analysis of the main reasons for the problems,in order to improve the rural public service infrastructure operation and maintenance mechanism based on the proposed reproducible,can be promoted countermeasures.Based on the research methods of literary analysis,social investigation and case analysis,this paper designs a high-efficiency effect based on public product theory,public choice theory and new public service theory on the premise of defining relevant concepts of rural public service infrastructure.Rural public infrastructure survey questionnaire.A total of 12 administrative villages in S,J and Y cities,which are representative of the operation and maintenance of rural public service infrastructure in the province of H,were selected for investigation,and 449 valid questionnaires were collected for farmers,village officials and township cadres.Collecting more than 10,000 words of interview data,using SPSS and Excel and other statistical software to conduct descriptive statistical analysis of the survey data,and more objectively present the status of infrastructure operation and maintenance in rural areas of 3 cities and counties in H province.Through the overall evaluation and analysis of the operation and maintenance of rural public service infrastructure in 3 cities and counties of H province,it is believed that the operation and maintenance mechanism of infrastructure in the survey area has been initially established,and it has been recognized and supported by the broad masses of cadres and masses.The specific conclusions are as follows: First,infrastructure The main achievements of the operation and maintenance work are that the village regulations have been formulated,the basic personnel have been basically maintained,and the fundraising and democratic decision-making mechanism have been initially established.Second,the problems in the process of infrastructure operation and maintenance are mainly reflected in the insufficient attention and awareness of grassroots cadres.Low level,insufficient participation in democratic decision-making and lack of effective integration of maintenance funds.Third,the main reasons for the in-depth analysis of existing problems are lack of effective performance evaluation,insufficient demand expression mechanism,and government-led decision-making mechanisms to be improved.Insufficient investment in maintenance funds;Fourthly,by learning from the mature experience of rural infrastructure operation and maintenance in advanced developed countries,the countermeasures for improving the operation and maintenance mechanism of rural public service infrastructure in H province are mainly to improve the performance evaluation mechanism of infrastructure and to reflect farmers.Yi demand expression mechanism,democratic decision-making mechanism to build farmers' demand-driven and the establishment of four diversified funding mechanism.
