Research On The Implementation Mechanism Of Rural Infrastructure Constrction

Rural infrastructure is an important material foundation of rural community survival and development. The implementation mechanism of rural infrastructure is the key link to its construction. The excellent mechanisms can guarantee the good implementation and development of rural infrastructure projects with high-quality, and high efficiency. For the current enforcement mechanisms of rural infrastructure, there are still many problems affecting its construction quality and utilization benefit. Therefore, the studies on the impact factors and main problems in the implementation mechanism of rural infrastructure are very significative. Exploring solutions to this problem can enhance the implementation of rural infrastructure with high efficiency and quality, which can also improve the implementation mechanism of rural with the effective approach.This thesis had investigated the problems in the implementation mechanism of China’s rural infrastructure. Several scientific methods including literature research, empirical analysis and comparative research were adopted here to study the impact factors and main problems in the implementation mechanism of rural infrastructure. Concretely speaking, the empirical analysis of Jiangsu Province Case was provided, and the comparison between the actual different operating conditions for the rural infrastructure implementation mechanisms of southern and northern Jiangsu area were also given. Moreover, the corresponding countermeasures and proposals to improve the implementation mechanism of China’s rural infrastructure were made here, which were listed as follow:firstly, the external operating environment systems for the implementation mechanisms of rural infrastructure were analyzed, which including the political environment, social environment, economic environment and legal environment, and the, organization structure, the objectives performance, implementation and monitoring of funds and incentive system were also analyzed; secondly, the author analyzed the existing main problems in the implementation mechanisms, which often arose in executive body, project bidding process, supervisory links over construction of projects, the process of funds implement and monitoring, and supervisory and incentive systems; third, an empirical case study of Jiangsu was conducted in this paper with the respective analysis and investigation over the execution modes of southern and northern Jiangsu area, where the status of implementation was firstly analyzed, Were described in the southern and northern Jiangsu area of rural infrastructure in order to find out the existing problems, and Comparison Research on the implementation mechanism of rural infrastructure in the two regions were also carried to obtained some important conclusion which were treated as reference to the corresponding countermeasures and proposals; finally, based on the above studies, several suggestions were provided here to improve the implementation mechanism of rural with the effective approachs, which including strengthening the building of the executive body, creating the bidding system with fairness and transparency, strengthening the building of proj ect supervision system, reinforceing the implementation of special management of funds, and improving the monitoring and incentive systems.In this paper, the author constructed a framework study aiming at the systems analysis on the implementation of rural infrastructure, which took the implementation of rural infrastructure as a whole, and the different present implementation modes and implementation situation were revealed via the comparison research on the implementation mechanism of rural infrastructure in the two regions, which indicated the creativity and values of this paper.
