Study On The Construction Of Chinese Local Government’s Public Service Outsourcing Operation Mechanism

To deal with the difficult administrative tasks and reduce the financial burden of the government, the western government carried out a major administrative reform in last century. The way of government’s public service outsourcing has been applied, and has achieved good results in practice. The Chinese government began to use the way of government’s public service outsourcing in the 1990 s. And it was spread in some major city gradually.But the development of Chinese government’s public service outsourcing is not enough and lacking of the relevant supporting mature operation mechanism and system, so that the service quality is not good and it is easily lead to corruption in practice. So in order to ensure the quality of public services, improve the transparency of the government’s public service outsourcing process, make the outsourcing of public service of local governments in China becomes more mature and improve the public satisfaction, the paper takes the public service outsourcing operation mechanism of the Chinese local government as research object.And do some research about the present system of some local government’s public service outsourcing,the paper states the present situation,the obstacles and problems of government service outsourcing process. The paper investigates the community health service in Nanjing City and Beijing Olympic Games outsourcing practices in the methods of literature research, logical analysis and empirical analysis,and put forward some suggestions about the process of decision and operation.Finally the paper puts forward a series of suggestions and measures about how to construct a set of science operation mechanism of Chinese local government’s public service outsourcing.
