Major department system(hereinafter referred to as large department system)is a mode set up by government agencies.At present,the main characteristics of this mode are that it can integrate departments with similar functions and achieve a high degree of unification of integrated management affairs by means of integration and organization.Compared with other types of management mode,it can solve the cross-management problems of different types of departments at the present stage,which saves a lot of administrative resources and improves work efficiency.As early as the 1970 s,China's economic construction level has been continuously improved.In this process,the requirement of the transformation of government's working functions has been expanding,which requires the pressure of finance,society and economy.In this process,many countries have implemented the reform program of government reengineering.In the second round of reform of the modern public sector,the main purpose of its construction is to plan a holistic government in order to achieve the goal of reform.By compressing management and reducing management levels,the efficient integration of departments can be achieved.At present,this mode is also used as a universal reform method by various countries.In China,the report of the Seventeenth National Congress of the Communist Party of China put forward for the first time "to strengthen the consolidation of institutions,explore the implementation of a large department system with organically unified functions,and establish and improve the coordination and coordination mechanism among departments".The report of the Eighteenth National Congress of the Communist Party of China focuses on the content of promoting the reform of the system of large ministries.After 2013,a new round of large-scale reform has achieved preliminary results,the core of which is to optimize and connect the functional structure of departments by means of merging institutions,and to further merge the working resources.Under such a background,many local governments have also begun to implement the reform and merger of departments,through appropriate internal department adjustment,to achieve clarity of post rights and responsibilities,optimize the organizational framework,and realize the classification planning and management of functions,which not only avoids the problem of mutual shirking of work,but also effectively improves the efficiency of related affairs.Based on the case study of Pulandian District to promote the reform of large-scale institutions,this paper studies and summarizes some problems in the process of reform,such as department setting,function merging,personnel placement and so on,and hopes to improve them.Through the analysis of the above contents,it can provide a reference for the future institutional reform of the district,county and even higher government,and also a useful supplement for the study of the reform of the large department system.
