Research On Major Department System Reform For Dongxihu District Of Wuhan

The report of the 17 th National Congress proposed the requirements of reform of major department system, which marks the beginning of a new round of administrative system reform in our country. China had conducted the planned economy for 30 years since its foundation. The remarkable characteristics are that many departments and regulations were set up. With the disintegration of planned economy and establishment of market economy, the government departments have to be adjusted. Six times of administrative system reformed have been implemented since 1982. One of important contents is constantly cutting, adjusting government institutions to enable them to adapt to a certain stage of social and economic development. However, the effect is not obvious.The so-called major department system reform is to adjust the functions and governing areas between departments. It merges those departments with similar functions into a larger body. The new institution governs a larger area, focuses on macro-governing, and avoids the micro-economic intervention of the government. This major department system reform of the administrative management system of our country under the new historical conditions adapting to the development of the market economy is a kind of new initiatives. The scope of reform is no longer limited to the government system, and may be extended to the ruling party and the National People’s Congress and the CPPCC, and other departments.The local government in China has also carried out the major department system reform. In the practice of reform, the initial formation of the "Shenzhen model", "Shunde model", Suizhou mode "," Chengdu Model "is representative and distinctive local characteristics of the local major department system reform pattern. The emergence of the new reform model is the active exploration of the major department system reform at a local level. It plays a very important role for major department system reform implemented from the central to local to fit the Chinese market economy and the micro foundation of and social life.Compared with the above places, the reform of the major department system in Dongxihu District started late, but has a very distinctive features. Dongxihu District fully absorbed the advanced experience of other local reform mode based on local characteristics, pays attention to the top-level design and propulsion systems to form the Dongxihu version of major department system reform. This paper concludes experience and achievements in Dongxihu District during the major department system reform process, explores the problems and difficulties existing in Dongxihu District in the major department system reform process in detail, analyzes the causes, and puts forward some countermeasure suggestions for further deepening the major department system reform.
