As the province with the largest number of ethnic townships in China,Guizhou cond ucts in-depth invest igat io n and research on the modernizat ion of its go vernme nt governa nce capacity,whic h not only can improve t he modernizat io n leve l o f t he go verna nce capacity of the nat iona l township governme nt in Guizhou Province,promote the socia l and economic developme nt o f the ethnic towns hip,but also deepen the comp rehe ns ive developme nt of China.Breakthrough progress in reform provides content support and contributes to the advance me nt of t he nat iona l gover nance syste m and gover nance capacity.Therefore,the paper takes the natio na l go vernance system and the modernizat ion o f governme nt gover na nce as the research background,takes the Guizhou nat iona l towns hip gover n ment as the research object,and takes the governme nt go verna nce abilit y as the research content,aiming to explore the realizat io n path of the modernizat ion of the go vernance abilit y of Guizhou nat io na l township go vernme nt,and use quant itat ive analys is.The research method is to study t he modernizat io n of the governa nce capacity of the Guizhou et hnic towns hip go vernme nt.The paper divides the modernizat io n of t he gover nance capacity o f t he Guizho u et hnic township gover nment into five e valuat ion dime ns ions o f polit ics,economy,cult ure,society and ecology,and trans forms the five dimens io ns into 29 specific surve y ind icators for eva luat io n.Through the evaluat ion and e mp ir ical ana lys is of t he modernizat ion o f the go vernance capacity of Guizhou’s nat iona l township governme nt,it s hows that the modernizat ion of t he gover nance capacity o f Guizhou’s ethnic township governme nt is at a moderate level,and there is still roo m for improve me nt in the modernizat ion leve l of go vernme nt gover nance capacity.At the same time,the paper assumes the factors of “government trust,government staff quality,democratic construct io n abilit y,rule of law constr uct ion ability,perfor mance abilit y,and people’s rule of law consciousness”,whic h affect the modernizat ion leve l of t he gover nance capacity of Guizho u nat iona lit y township go vernme nt.Thro ugh e mp ir ical research,it is found that t he le ve l of modernizat ion of the gover nance capacity of the Guizhou ethnic township governme nt is ma inly influe nced by the five factors of go vernme nt t rust,governme nt sta ff qua lity,de mocratic construct io n abilit y,rule of law construct ion ab ilit y and perfor mance abilit y.The people’s rule of law awareness is gover ned by the nat iona l towns hip gover nment.The abilit y modernizat ion le vel score does not have a significant impact.Among the m,the gover nment tr ust has the greatest influe nce on the modernizat ion le ve l of the go verna nce of Guizho u’s nat iona l township gover nment,and it is the most crucia l factor affect ing the modernizat ion o f t he go verna nce abilit y of the nat iona l township gover nment.Then it is the rule of law construct ion of the nat iona l township gover nment,the democratic construct ion of the nat iona l township gover nment,sta ff qua lit y,and the per forma nce leve l o f the nat iona l township go vernme nt.Four factors.On the basis of empir ica l ana lys is,the paper argues that the realizat ion of the modernizat ion of t he gover nance capacity of Guizhou’s nat io nal township governme nt sho uld seek breakthroughs in t he fo llowing aspects:F irst,the Guizho u nat iona l towns hip governme nt should establish the go vernance concept of the people,improve t he qua lity o f pub lic servants,and improve the nat iona l township gover nment.The t hree aspects of gover nance perfor mance enha nce the trust o f the nat iona lit y people in t he nat iona l township governme nt;t he second is t hat t he Guizhou nat iona l township governme nt should improve t he rule o f law constr uct ion of t he Guizho u nat iona l township governme nt thro ugh the inte grat ion of "auto nomy,rule of virtue,and rule of law";The people’s partic ipatio n channe ls,the partic ipat ion of t he people in the ethnic towns hips,and the improve ment of t he supervis io n mec hanis m of the nat iona l township governme nt to improve the de mocr atic governa nce capacity of the ethnic towns hip gover nment;Fourt h,through the promot ion of economic,polit ical,c ultura l,and socia l funct ions Five measures,such as ecologica l funct io ns,to impro ve the overa ll per for mance of the Guizhou nat iona l township go vernme nt.
